- Statement on the Murder of Maksharip Aushev

We, the undersigned, express our indignation at the insolent murder of a famous public figure, owner of Internet-portal Ingushetia.org, Maksharip Aushev.

Aushev protested openly against gross violations of human rights in the North Caucasus – abductions, tortures, extrajudicial executions, fabrication of criminal cases, facts of unprecedented corruption in Ingushetia. After his son and nephew had been abducted, Aushev organized civil actions resulting in the release of men. Aushev also managed to reveal a secret prison in the village of Goity in Chechnya where his son and nephew had been beaten and tortured. Evidence suggests that this is the very prison where many who were abducted in Ingushetia were held. Then most of the abducted disappeared. Aushev became the leader of a strong protest movement in Ingushetia that lead to the resignation of Murat Zyazikov’s corrupt, repressive and non-effective government. Maksharip had been threatened on multiple occasions, and a month before the murder, unknown militants in armoured vehicles tried to abduct him.

We express our condolences to the family and friends of Maksharip.

We demand from the Russian authorities to investigate this murder effectively and to make those who ordered and executed it, regardless of their status, answer for the crime.

We call on the leaders of the Russian Federation to end the current situation where cynical crimes remain unsolved, and where human rights activists as well as public figures who criticize the actions of officials and law enforcement authorities are persecuted and murdered.

- Criminal Proceedings Raised Against Oleg Orlov

The first interrogation of Oleg Orlov in the criminal defamation case opened by the GUVD in Moscow will take place on November 9, 2009.

On July 15, 2009 after Natalia Estemirova, a member of HRC Memorial, had been abducted and killed, Oleg Orlov stated that Chechen president Ramzan Kadyrov was to blame for the crime and that the work of human rights activists had become impossible during Kadyrov’s governing. Orlov’s words were cited in the written statement by HRC Memorial published on the organization’s site: http://www.memo.ru/eng/news/2009/07/17/1707091.htm. On July 16 2009, Independent press-centre hosted a press-conference during which Orlov repeated his statement.

On August 13, Kadyrov’s representative advocate, Andrey Krasnenkov, filed a suit to Tverskoy court of Moscow. The defendants were Human Rights Center Memorial and Oleg Orlov. Two court sessions took place – on September 25 and October 6 – resulting in the decision that the defendants have to disclaim the information that discredits the plaintiff and pay 70.000 rubles in compensation for moral damage (the plaintiff demanded 10.000.000 rubles). HRC Memorial referred to the Court of Cassation regarding the case.

Moreover, Krasnenkov applied to the GUVD about the distribution of information discrediting Kadyrov on July 15, 2009, located on Memorial’s web-site www.memo.ru. At first the Public Prosecutor’s office refused to open the case. However, they returned the materials to the GUVD for another examination, and on October 20, 2009 a criminal case was brought against Oleg Orlov. On November 5, Svetlana Gannushkina, member of HRC Memorial, was interrogated. Orlov is to be interrogated on November 9.

- Arbi Hachukayev Released

The head of Russian public organization "Pravo" (Grozny) Arbi Hachukayev that had been detained yesterday, on November 5 2009, was released today.

In the evening of November 5, Hachukayev was detained in Moscow and forcibly taken to Grozny (see Memorial’s message: http://groups.google.com/group/hrcmemorialeng/browse_thread/thread/a127516b4ef8427a?hl=en). All the evening, human rights activists tried to clear up why Hachukayev was detained and where he would be taken.

The next morning Hachukayev was interrogated in Nadterechny district police department of Grozny. Our source says that Arbi was suspected of being involved in actions of boyeviks. However, after the interrogation Hachukayev was released without any accusation brought against him.

International financial institutes have responded to campaign on Borjomi-Kharagauli national park protection, launched by environmental organizations.

To remind, Georgian environmental organization Green Alternative and non-governmental coalition For Transparent International Aid for Georgia initiated appeal to the Black Sea electro-transmission line construction project sponsors (EBRD, European Investment Bank and German KfW), calling them to change the rout of the transmission line.

FUEL RETAIL PRICE CAME UP BY 5-10 TETRI BY EARLY NOVEMBER

The Union of Oil-Products Producers, Importers, and Consumers informs that retail price for different sorts of fuel rose by 5-10 tetri by early November.

WATER PIPELINE REHABILITATION TO BE COMPLETED IN GORI IN DECEMBER

As Georgian Municipal Development Fund has told Sarke, rehabilitation of Gori water pipes network will be completed in December. Rehabilitation works were started in June.

TWO OPTIONS FOR SEMI-COKE FACTORY CONSTRUCTION ARE DISCUSSED

George Chikovani, director of International Energy Corporation, declared to Sarke that two alternative sites are discussed for semi-coke factory construction.

To remind, initially construction of this plant was planed by 2010 near Kutaisi car plant.

SAIRME MADE FIRST EXPORT IN ISRAEL

Vakhtang Kopaleishvili, director general of mineral water producer LLC Sairme, declared to Sarke that the company made first export to Israel a week ago. Initial delivery amounted to 20,000 bottles.

LLC MARNEULI FOOD ENTERPRISE TO START EXPORT IN UK BY THE END OF NOVEMBER

Giorgi Dekanoidze, director of Marneuli Food Enterprise, declared to Sarke that the company plans to export for the first time in UK by the end of November. Initial delivery amounts approximately to 20 t of tomato paste (10,000 cans).

MAGTI OFFERS CONNECTION FOR 2 LARI
