Il paese dell’Asia Centrale sconvolto dagli scontri in corso nella capitale Bishkek e in altre città
Dopo aver dedicato uno Speciale sugli attentanti che hanno insanguinato Mosca la settimana scorsa, oggi dobbiamo dedicarne un altro in riferimento ai sanguinosi scontri in atto nel Kirghizistan.
Prima di tutto eccovi una cartina del paese dell’Asia Centrale in modo che possiate capire dove si trova e collocarlo all’interno dello scacchiere internazionale.
Cominciamo il nostro Speciale con una breve pubblicata sul sito del quotidiano francese Le Monde. Breve che possiamo pubblicare per gentile concessione di Internazionale.

De violents affrontements ont éclaté, mercredi 7 avril, dans les rues de Bichkek, la capitale du Kirghizstan entre policiers et membres de l’opposition. Entre 3 000 et 5 000 manifestants ont obligé les forces de l’ordre à battre en retraite et se sont ensuite rassemblés devant la présidence kirghize pour réclamer la démission du chef de l’Etat, Kourmanbek Bakiev. Le Parlement a été envahi par les protestaires qui ont pris le contrôle du bâtiment, tandis que le premier étage du siège du parquet général était en feu. L’état d’urgence a été décrété dans la capitale.
A Talas, plusieurs milliers de manifestants se sont emparés des bureaux du gouverneur. Selon un témoin, des fenêtres ont été brisées et un car de police a été incendié.
Au moins 19 personnes auraient trouvé la mort pendant les affrontements. Selon le ministre de la santé, on dénombre 200 blessés. Les policiers ont tiré des grenades assourdissantes et pulvérisé du gaz lacrymogène. En réponse, les manifestants ont jeté des pierres et endommagé les véhicules des forces de l’ordre à l’aide de bâtons. La police a dû se barricader dans le bâtiment du siège de l’opposition. La télévision du Kirghizstan, dont le siège avait été pris d’assaut par des centaines de manifestants d’opposition, a recommencé à émettre.
La contestation a également gagné la ville de Naryn, dans le centre du pays, où un millier d’opposants au président Bakiev se sont emparés des bureaux de l’exécutif local, contraignant le gouverneur à fuir, selon des témoins. A Talas, petite ville proche de la frontière avec le Kazakhstan, des médias locaux ont indiqué que le ministre de l’intérieur était l’otage de manifestants, qui l’ont passé à tabac. D’après une source au sein du ministère de l’intérieur, il aurait été tué.

MOSCOW. April 7 (Interfax) - Russia is calling on Kyrgyz authorities and the opposition to settle all disputes using a democratic process and without using force. "We are consistently adhering to the position that all disagreements, including political, economic, and social ones, should be settled within the framework of democratic procedures existing in Kyrgyzstan, without using force, and without detriment to Kyrgyz citizens," Russian Deputy Foreign Minister Grigory Karasin told Interfax on Wednesday. "The situation in Kyrgyzstan is quite complicated indeed," he said. "We are closely following the developments in that country," he said. A number of regions in Kyrgyzstan have seen clashes between opposition forces and police since April 6, and a number of people have been injured on both sides.

MOSCOW. April 7 (Interfax) - Moscow dismisses any attempts to artificially tie the latest developments in Kyrgyzstan to Russia’s policy in Central Asia. "In light of the events in Kyrgyzstan, attempts have been made to falsify information flows and artificially tie what is happening in that country to Russia’s policy in Central Asia," Russian Deputy Foreign Minister Grigory Karasin told Interfax on Wednesday. "This is absolutely artificial and at times fabricated information has no grounds whatsoever," Karasin said.
* Russian media covering Kyrgyzstan events objectively - ambassador
BISHKEK. April 7 (Interfax) - Russian media is covering the latest developments in Kyrgyzstan without any bias, the Russian Embassy in Bishkek said. "Russian media is covering the events in Kyrgyzstan objectively and with restraint," Russian Ambassador to Kyrgyzstan Valentin Vlasov said at a meeting with Kyrgyz Prime Minister Daniyar Usenov, the embassy said. Usenov said at a press conference earlier on Wednesday, "I have asked the Russian ambassador to carry out some work with Russian media whose reports on the situation in the republic are not helping to strengthen the friendship between our countries." "I have asked [the ambassador] to tell the Russian leadership that Russia is Kyrgyzstan’s main strategic partner and ally," he said. "Special services have yet to find out whether third party forces have influenced the events in the Talas region," he said.
* Russian diplomats in Bishkek advised not to leave embassy grounds
MOSCOW/BISHKEK. April 7 (Interfax) - Russian diplomats in Bishkek have been told not to leave the embassy grounds because of the ongoing unrest in the city, a Russian diplomatic source told Interfax on Wednesday. "At Ambassador Valentin Vlasov’s directive, employees of the embassy have been advised not to leave the diplomatic mission’s territory for purposes other than their duties," the source said. No information is available at the moment on possible victims among Russian citizens, and the embassy building has not been damaged, the source said.

April 7 (Interfax) - According to preliminary reports, there are no Russians among the people injured during the dispersion of the opposition rally in Bishkek, the Russian Embassy in Kyrgyzstan said. "The information about casualties is being verified," the embassy told journalists. The embassy is working as usual and is watching closely the situation in the country. The supporters of the Kyrgyz opposition, which is staging nationwide protests on Wednesday, have proceeded from socio-economic to political demands, local human rights groups said. They demand the release of the Kyrgyz opposition leaders held a day earlier and call for the president to step down.
* Russia urges conflicting parties in Kyrgyzstan to act lawfully
MOSCOW. April 7 (Interfax) - Moscow has expressed its concerns about the escalation of tensions in Kyrgyzstan and expects each party involved in the conflict to act within the boundaries of the law. "We are following the developments in Kyrgyzstan, where clashes between opposition supporters and law enforcement bodies have been recorded recently. Being interested in the preservation of political stability in a country that we consider our friend, we deem it important that all issues regarding the current situation should be resolved within the legal framework," Russian Foreign Ministry spokesman Andrei Nesterenko said on Wednesday. "At the same time, we would like to urge the conflicting parties to refrain from violence so as to avoid bloodshed in any case," he added.
* U.S. calls on Kyrgyz govt, opposition to start talks
BISHKEK. April 7 (Interfax) - The U.S. embassy in Bishkek has called on Kyrgyzstan’s au-thorities and opposition to begin talks. The U.S. authorities are deeply concerned over reports of social disturbances in the city of Ta-las, the U.S. diplomatic mission said in statement on Wednesday. The U.S. embassy called on both the authorities and protesters to start negotiations in order to resolve all disputes peacefully and in line with the law.

* Ban urges restraint after protesters seize Government building in Kyrgyzstan
6 April 2010 – Secretary-General Ban Ki-moon today expressed concern over reports that demonstrators in Kyrgyzstan had seized a Government building and urged them to show restraint and respect the rule of law.
Hundreds of people protesting rising cost of heating fuel and electricity today seized the Government building in the town of Talas, west of the country’s capital, Bishkek, according to media reports.
“While freedom of assembly is an essential element of any democratic society, the rule of law must be respected,” Mr. Ban stressed. He appealed for dialogue to resolve the dispute.
The Secretary-General visited Kyrgyzstan on Saturday and stressed the need to protect all human rights, including free speech and press freedom, in the Central Asian country.
“For the UN, the protection of human rights is a bedrock principle if a country is to prosper,” Mr. Ban said in remarks to the Kyrgyz Parliament. “Recent events have been troubling, including the last few days,” he added.
Media reports have noted restrictions on the freedom of expression and the press in the country, including the recent closure of an opposition newspaper and other media outlets.
Mr. Ban also raised the issue when he met Kyrgyz President Kurmanbek Bakiev and Prime Minister Daniyar Usenov in Bishkek.

Saudabayev said: "The OSCE calls for calm and restraint on all sides, and counts on the government and opposition to show political will and wisdom in resolving together their points of difference in the interests of the people of Kyrgyzstan."
"The OSCE recognizes that there are profound longer-term political, economic and social issues underlying the unrest, which need to be addressed through broad political dialogue. The Organization stands ready to facilitate such a dialogue."

"I want to express my deep concern about the developments in Kyrgyzstan, especially in Talas and the latest reports about the events in the capital Bishkek, which have already lead to loss of human lives and dozens of seriously injured.
The arrest of leading personalities from the opposition, including former Prime-Minister Mr. Almazbek Atambayev, the former Speaker of the Parliament Mr. Omurbek Tekebaev, Mr. Isa Omurkulov and Mr. Temir Saryiev, as well as the attempts to restrain the freedom of expression of the population and to limit the media as events unfold raise very serious concern.
I call upon all sides to show restraint and resume immediately the dialogue between the government and the opposition forces, in view of finding a peaceful solution. Any follow up of these dramatic events must respect the Constitution of Kyrgyzstan and the due process of law, in particular the right for defence of all arrested persons.
