Commercialization of Russian intellectual assets and technologies (a.k.a. “KRIAT”)

One of the pressing issues of today is to identify opportunities for the development of the innovative potential of the Russian regions which could ensure long-term strategic advantages for the Russian economy The principal documents of the Russian Federation that determine the development of innovative activities for the next several years are “The principal directions of the Russian Federation policy in the development of the innovative system for the period of up to 2010” and the “Development strategy of science and innovation in the Russian Federation for the period of up to 2015”. The strategy determines the objectives whose accomplishment is required to create a competitive research sector and an effective national innovative system, develop institutions that protect intellectual property rights, upgrade the country’s economy on the basis of technological innovations, create regional innovation systems, and adopt local laws regulating innovative activities by a number of most advanced subjects of the Russian Federation.

There are, however, a number of factors that prevent the RF regions from expedited transition to innovative development:

- Lack of mechanisms that are required to support innovative infrastructure organizations, such as regional innovative development programs;

- Insufficient collaboration among research and education institutions, small innovative businesses, large industrial enterprises, and state power bodies;

- Poor monitoring and insufficient protection of intellectual property created by research and education institutions;

- Shortage of qualified specialists who are able to manage innovative development in the Russian regions.

To address the abovementioned issues, the New Eurasia Foundation worked to accomplish the following objectives in 2006:

- Provision of consultations to regional authorities on designing legal and strategic documents on the development of regional innovative policies;

- Provision of support in the establishment and development of regional innovative infrastructure organizations to expand the scope and improve the quality of services available to innovative enterprises and research groups, as well as apply a comprehensive approach to commercialization of innovative solutions;

- Identification and dissemination of successful experiences acquired by Russian regions in management of innovative activities among representatives of regional power bodies, innovative infrastructure organizations, and small innovative businesses of the country.
