Din 26 februarie a.c. se lansează ediţia 2010 – 2012 a Programului CANTEMIR – program de cofinanţare al Institutului Cultural Român pentru acţiuni şi proiecte culturale desfăşurate în străinătate. L’esodo istriano, fiumano e dalmata nel Biellese, nel Vercellese e in Valsesia, di Enrico Miletto (2010, pp. 288, € 15,00).

Il volume raccoglie un approfondito lavoro di ricerca che con rigore metodologico e grande passione l’autore ha svolto attingendo sia alle fonti archivistiche e documentarie, sia a un significativo numero di interviste raccolte presso i protagonisti dell’esodo.

È un equilibrato intreccio tra i ricordi personali, gli album di famiglia e i documenti ufficiali, gli articoli di giornale, le illustrazioni dell’epoca, da cui emergono le condizioni degli esuli in un territorio in precario equilibrio tra sentimenti di collettiva diffidenza e di soggettiva umanità.

Enrico Miletto nell’analisi della realtà vercellese ritrova le dicotomie della più complessa storia dell’esodo costituita da dolore e gioia, disperazione e speranza, rifiuti e umiliazioni, accoglienza e solidarietà (dalla prefazione di Gianni Oliva).

Enrico Miletto vive e lavora a Torino.

È ricercatore all’Istituto piemontese per la storia della Resistenza e della società contemporanea “Giorgio Agosti”, alla Fondazione Vera Nocentini e collaboratore dell’Isrsc Bi-Vc.

Autore di saggi, ricerche e volumi collettanei sulle tematiche della Torino industriale, dell’emigrazione e della seconda guerra mondiale in provincia di Torino, si occupa da tempo delle vicende legate al confine orientale d’Italia, con particolare riferimento all’esodo giuliano-dalmata.

Ha pubblicato: “Sotto un altro cielo. Donne immigrate a Torino: generazioni a confronto” (Torino, Angolo Manzoni, 2004); “Con il mare negli occhi. Storia, luoghi e memorie dell’esodo istriano a Torino” (Milano, Franco Angeli, 2005); “Istria allo specchio. Storia e voci di una terra di confine” (Milano, Franco Angeli, 2007).

Ha lavorato alla produzione di testi teatrali ed è sceneggiatore dei documentari “Vanchiglia-Torino: storie di ieri” (2003), “L’odore della gomma” (2005) e “Radio Singer” (2009).

Fighting for freedom of expression: Interview with Miklos Haraszti

Miklos Haraszti, a former Hungarian dissident, member of parliament, writer and journalist, completes his 6 year term as the OSCE’s Representative on Freedom of the Media on 10 March. In this interview with OSCE Web Editor Sarah Crozier he reflects on his work and the ongoing challenges.

How would you characterize the situation for journalists today in the OSCE region?

Over the last 10 years there has been a deterioration. But I think that is because we had a wonderful 10 years before that, when the post-Soviet states embraced the universal right to free expression and produced a very vibrant civil society, and to some extent there has been a ’counter-reformation’ against that. But the fact that civil society has climbed high enough to require governments to fight such a battle is encouraging.

What are the major challenges?

I would say there are three: television, which is content-wise in government hands in many post-Soviet democracies, making it meaningless to speak of free elections in those places; secondly, violence against journalists is increasing - we need only look at the recent spate of murders of Kyrgyz journalists; and thirdly there is a new danger, both East and West of Vienna, in the attempt to regulate the internet and put it under national governance - which in fact is impossible. We are not simply talking about filtering and blocking sites, but the fact that internet services providers are not pluralistically owned - and they need to be. We are seeing laws being applied to the internet in a way that is political, selective and arbitrary.

Have you been able to achieve as much as you had hoped during your 6 years as OSCE Representative on Freedom of the Media?

The memory of every journalist that is killed can make efforts seem futile and mocks the very idea of success. But in terms of achievement there are perhaps two things I can point to. First, we were, through our interventions, in many cases able to protect journalists and endangered media outlets. We were sometimes able to get journalists out of prison, and that’s concrete help.

Second, the production and dissemination of ideas. It doesn’t have to be law - laws can be reversed - but real progress is to anchor ideas and have a value acknowledged. We have done this through legal reviews, press releases, conferences, and seen our ideas get discussed among the players, which in the end can create far more momentum than a single law.

But we also had a pleasing amount of good media governance laws passed based on our advice - decriminalisations, demonopolisations, liberalisations, and the like.

You talked about helping individuals. Part of your work - and that of your Office and the OSCE field missions - has involved following trials and visiting imprisoned journalists. What sort of reaction have you had from such individuals?

The reaction has been very positive. For example, I visited Eynulla Fatullayev, an investigative journalist in Azerbaijan imprisoned for eight and half years on politically motivated charges of slandering the name of a village, tax evasion and incitement to terrorism, who stopped his hunger strike after I visited him in prison. He wrote me a letter [see link to the right].

I am glad that, thanks to the OSCE, I have been able to keep fighting for justice. I started that first as a dissident, being myself sentenced to prison, and at the OSCE I was able to speak out for others. People sometimes say that public protest about these cases can endanger the individuals involved, but in fact this is usually not true. Visiting prisoners can in very few cases improve the situation but it almost always stops a deterioration in their conditions.

You have mentioned the threat to media freedom on the internet. But is there a flip side to that - can new media such as blogging and social media networks help journalists in countries where media freedom is under threat?

It is true that these forms of network can have mobilizing power, and they can be a good shot against the oppression of information sharing, but it is a mistake to believe that mass connectivity without structure can replace the need for real journalism. Twitter is not journalism - you do not get the kind of rational discussion about issues that ultimately creates democracy.

The OSCE is a unique and sometimes complex organization. Do you have any advice for your successor?

Be geographically blind, but not problem blind. Find the right vehicle for communication - whether it be internal correspondence, informal talks with diplomats, press conferences, local visits, there is a large spectrum of tools available. You need to use the right one for each situation, always with the aim of making a difference. During the past 6 years there have been many messages that haven’t been public, and in many cases things have been improved before a draft became law. At the same time, never give up the option of going public.

Post-election trials reveal shortcomings in Armenia’s justice system, new OSCE/ODIHR report says

WARSAW, 8 March 2010 - The conduct of the trials that took place in the aftermath of the March 2008 post-election violence in Yerevan reveals shortcomings in Armenia’s justice system, concludes a report published today by the OSCE Office for Democratic Institutions and Human Rights (ODIHR).

The 114-page report, based on the monitoring of 93 criminal cases during a 16-month period, offers detailed recommendations on how to address the identified shortcomings.

"The trials took place amid high tensions, which made the work of courts extraordinarily difficult and at the same time raised the bar for their professional performance to the highest levels," said Ambassador Janez Lenarcic, ODIHR’s director.

"We hope that this report can give new impetus to the ongoing efforts by the Armenian authorities to reform the country’s justice system in line with international standards and OSCE commitments."

The violent clashes that erupted in Yerevan on 1-2 March 2008 between the police and protesters demonstrating against the conduct of the February 2008 presidential election resulted in at least eight deaths and numerous injuries.

Between April 2008 and July 2009, 37 ODIHR monitors observed the trials of the individuals charged in connection with the clashes.

The report’s recommendations include limiting the use of pre-trial detention and upholding the presumption of innocence. It also recommends measures to ensure equality between prosecution and defence in court and comprehensive investigations into all allegations of torture or other ill-treatment in order to eliminate the use of evidence obtained through illegal means. It says judges would benefit from further training to enhance impartiality and professional conduct.

"The OSCE stands ready to assist the authorities in further advancing justice reform in Armenia," said Lenarcic.

"We are encouraged by the open attitude we have encountered during the trial monitoring project and value the authorities’ input in the process of preparing the final report. It appears that some steps are already being taken to address the identified shortcomings."

OSCE states must do more to advance women’s political participation, gender equality, says OSCE Chairperson

ASTANA, 8 March 2010 - Sustainable peace and stability can only be achieved with the participation of women as equal partners with men, and OSCE states must do more to fulfil commitments to promote gender equality, said the OSCE Chairperson-in-Office, State Secretary and Foreign Minister of Kazakhstan Kanat Saudabayev on International Women’s Day today.

"The OSCE states are engaged in a high-level dialogue on the future of European security, and it is critical that we take this opportunity to reinvigorate efforts to achieve gender equality and involve women in addressing our common security challenges," said Saudabayev.

"Sustainable progress towards peace and stability, economic prosperity and democracy requires the full participation and empowerment of women, and although we can be proud of the progress that has been made we still have a long way to go."

International Women’s Day, on 8 March, is a global day celebrating the economic, political and social achievements of women.

"2010 marks the tenth anniversary of UN Security Council Resolution 1325 on women, peace and security, and the empowerment of women and the integration of a gender perspective in all OSCE policies and activities are priorities of Kazakhstan’s OSCE Chairmanship," said Saudabayev.

GRAZIE A TUTTI COLORO CHE HANNO CONTRIBUITO ALLA CAMPAGNA DI RACCOLTA FONDI TRAMITE SMS

Si è chiusa il 28 febbraio la prima campagna di raccolta fondi di Parada tramite sms solidali. Ringraziamo di cuore tutti i volontari, gli amici e i sostenitori che hanno reso possibile la realizzazione di questa iniziativa. Inoltre ringraziamo Vodafone, Tre, Wind, Telecom e Tim per aver attivato un numero dedicato alla campagna. Infine un rinnovato grazie a Mediafriends, al comune di Roma e di Milano per aver patrocinato l’iniziativa! Presto on-line il video dell’evento di piazza in occasione del Carnevale di-verso di Milano.

FIERA FA’ LA COSA GIUSTA 12-13-14 MARZO

Dal 12 al 14 marzo Parada Italia parteciperà alla Fiera "Fà la cosa Giusta!" in Fieramilanocity, a Milano. Oltre al banchetto informativo e di raccolta fondi, dove potrete visionare i nostri bellissimi nuovi gadget e prendere informazioni più dettagliate sulla nostra associazione, svolgeremo numerose attività per bambini. Vi aspettiamo con un laboratorio di pittrura creativa, attività di truccabimbi e la visione del nostro nuovo spot video. Non mancate!

FIERA AGRICOLA DI TRENTO 20 E 21 MARZO

Parada sarà presente con un banchetto informativo e di raccolta fondi il 20 e il 21 marzo, alla Fiera Agricola di Trento nei padiglioni di Trento Fiere. Inoltre svolgeremo attività laboratoriali gratuite aperte al pubblico. Venite a trovarci!

LABORATORI NELLE SCUOLE

Parada ha ripreso le attività laboratoriali nelle scuole. Settimana scorsa abbiamo tenuto un laboratorio nella scuola elementare di Legnago che terminerà il 10 marzo e dal 15 marzo saremo alla scuola A. Manzoni di Rho, grazie al contributo della Fondazione Comunitaria Nord Milano che ha creduto nelle nostre attività e finanziato il nostro progetto "Incontri delle diversità". Le insegnanti che fossero interessate a proporre alle proprie scuole un intervento di Parada possono scrivere a silvia@parada.it

RINGRAZIAMO L’ISTITUTO ALLENDE DI MILANO PER AVER SCELTO PARADA

Settimana scorsa abbiamo tenuto 3 gionate di formazione sul tema dell’identità per gli studenti dell’Istituto Allende di Milano. Il nostro intervento è stato fortemente voluto dagli studenti in occasione del periodo di co-getione. Ringraziamo la disponibilità della scuola che a fronte del nostro intervento ha voluto donare a Parada un’importante somma che andrà a finanziare il progetto "Un naso rosso contro l’indifferenza". I NUOVI CORSI DI CLOWNERIE E GIOCOLERIA DI PARADA

Il 30 marzo si chiuderanno le iscrizioni dei 2 nuovi corsi di Parada per avvicinare alle tecniche di giocoleria e clownerie. I corsi sono aperti a operatori sociali, educatori, insegnanti e tutti coloro che vogliano apprendere l’utilizzo dell’arte circense come strumento di utilizzo sociale. Il corso base si svolgerà il mercoledì sera, dalle 20,30 alle 22,30, a partire da ll’8 aprile (per 10 incontri), mentre il corso di II livello (per coloro che hanno già frequentato precedenti edizioni o hanno già una base) si svolgerà sabato 10, sabato 17 e sabato 24 aprile, dalle ore 10,30 alle ore 18,30 per un totale di 21 ore di corso.
