Scritto, o almeno, pubblicato nel 1980, rappresenta una delle tante prove magistrali dell’autore di Argirocastro, tanto che il testo viene studiato nelle scuole superiori, non solo in Albania.

Mentre l’Europa a 27 si interroga sulla sua rilevanza a livello mondiale, la casa comune europea non si può dire del tutto compiuta. Vi sono ancora aree del Continente a est e a sud che dobbiamo ancorare più saldamente al cuore dell’Europa politica, economica e culturale. Guardiamo perciò con grande interesse al Partenariato Orientale - un nuovo meccanismo di cooperazione tra l’UE, i Paesi del Caucaso, Moldova, Ucraina e Bielorussia - che intende promuovere la sicurezza e la stabilità ai confini orientali, abbattere le barriere culturali e stabilire aree economiche dinamiche di libero scambio. Italia e Moldova lo sostengono fortemente considerandolo come complementare e non contraddittorio con l’esigenza di un sempre più forte legame tra Europa e Russia. La Presidenza svedese dell’UE nel secondo semestre del 2009 ha dato un deciso impulso al Partenariato ed ha subito trovato nella Moldova un protagonista pronto a raccogliere la sfida e ad aprire i negoziati per il nuovo Accordo di Associazione con l’Unione Europea. E non è un caso. La collocazione geografica, la storia, la religione, la naturale vocazione europeistica della sua popolazione sono la prova della vocazione europea di questo paese. Il governo dell’Alleanza per l’Integrazione Europea, uscito dalle elezioni del luglio dell’anno scorso e sostenuto da quattro partiti anticomunisti, ha intrapreso un processo di modernizzazione e un piano di riforme ambizioso per avvicinarsi speditamente agli standard europei e avviare il dialogo con le istituzioni dell’ UE. L’Europa deve a sua volta dimostrare di essere un partner indispensabile nel percorso di democratizzazione e modernizzazione. Guardare ad Occidente per Chisinau significa anche porre le premesse per la crescita e la diversificazione della sua economia, la stabilizzazione sociale. Siamo consapevoli che le ambizioni moldove si scontrano al momento con una realtà resa più complessa dalla crisi economica globale e dalla dipendenza energetica. L’emigrazione di una componente quantitativamente e qualitativamente rilevante di forza lavoro nonché l’obiettiva debolezza delle infrastrutture e dei sistemi scolastico e sanitario impongono un salto qualitativo che deve trovare una sponda importante nei partners europei. Per l’Italia e l’Europa la Moldova può divenire un’importante piattaforma di opportunità per investimenti diretti, in una realtà in cui “c’è da fare” e “si può fare”: la manodopera è qualificata e a basso costo, e vi sono settori da sviluppare, dai servizi di base alle infrastrutture. Il 2010 si è aperto sotto buoni auspici: sono in corso negoziati per un nuovo Accordo rafforzato UE/ Moldova per scrivere le regole di un avvicinamento graduale ma costante allo spazio dell’UE. Auspichiamo che tale Accordo includa la creazione di un’area rafforzata di libero scambio che contenga un riferimento esplicito alla prospettiva europea della Moldova e, soprattutto, preveda un percorso concreto in materia di liberalizzazione dei visti a favore dei cittadini moldavi. Il dialogo sempre più stretto con i Paesi europei deve servire anche di stimolo a normalizzare il rapporto con la Russia sbocco essenziale della produzione agricola moldova e, soprattutto, con la Romania per affrontare in primo luogo le problematiche commerciali e definire le frontiere. L’Italia, che ospita 90 mila moldavi ed è il terzo Paese per investimenti in Moldova, sostiene fortemente la linea di apertura all’Europa del nuovo governo moldavo. I nostri Paesi hanno inaugurato una nuova fase di rapporti sempre più stretti: nel novembre 2009 è stata aperta a Chisinau la nuova Ambasciata italiana, abbiamo moltiplicato e reso periodiche le occasioni di nostri incontri e l’Italia ha aderito all’iniziativa denominata “Amici della Moldova” per sostenere Chisinau nel percorso europeo. L’Italia ritiene prioritaria la stabilizzazione del quadrante sud-orientale del continente europeo ed intende essere al fianco degli amici moldavi. E’ un dovere che deriva non solo e non tanto dalle origini latine che accomunano i due Paesi, ma soprattutto dall’obbligo morale di fornire una prospettiva ad un Paese, cerniera tra Europa occidentale e orientale, alla ricerca di una nuova dignità che le istituzioni europee non possono negarle rinchiudendosi su se stesse.

The Chairman of the Council of Ministers of Bosnia and Herzegovina, Mr. Nikola Spiric, will visit NATO Headquarters on Wednesday 3 March 2010. He will meet the NATO Secretary General, Mr. Anders Fogh Rasmussen and address the North Atlantic Council.

- NATO Crisis Management Exercise 2009 (CMX 09) from 4 to 10 March 2010

NATO will conduct its regular Crisis Management Exercise (CMX) between 4-10 March 2010. Exercise conduct was delayed from earlier in 2009 due to the Strasbourg-Kehl Summit. The exercise is designed to practice Alliance crisis management procedures at the strategic political level and will involve civilian and military staffs in national capitals, at NATO Headquarters, and in both Strategic Commands. Unlike a live exercise, however, no forces are actually deployed for the purpose of these exercises. The scenario for the exercise is fictitious. The portrayed crisis will focus on a security situation beyond the Euro-Atlantic area that is progressively deteriorating featuring an ongoing NATO-led multi-national crisis response operation, a humanitarian crisis and terrorism. Sponsored by NATO’s Secretary General, CMX 2009 is jointly run by the International Staff, the International Military Staff and the two NATO Strategic Commands, Allied Command Operations and Allied Command Transformation. This is NATO’s 16th CMX since the end of the Cold War. All 28 NATO Allies have been involved in planning CMX 2009. NATO Partner nations have joined the planning process for CMX 2009 and will participate in the exercise, including Armenia, Austria, Azerbaijan, Finland, Georgia, Ireland, Sweden, Switzerland, the former Yugoslav Republic of Macedonia¹, and Ukraine, as well as Mediterranean Dialogue partner Israel. Staffs from the United Nations and the International Committee of the Red Cross also participate in the exercise.

- Afghan police learn strategies to fight drug trafficking during OSCE-facilitated course

DOMODEDOVO, Russia, 2 March 2010 - A group of 11 Afghan police officers will be trained on how to effectively combat drug trafficking during a two-week OSCE-organized course that started today.

The course, organized by the OSCE Strategic Police Matters Unit in co-operation with the Russian Interior Ministry’s Academy, is held in Domodedovo outside Moscow, and follows two similar OSCE courses in 2007 and 2008.

Course participants will take part in practical exercises to learn how to plan and organize drug trafficking searches and investigations. They will examine the entire process of prosecuting drugs-related criminal cases, starting with the police investigation and ending in the courts.

"There is a serious problem with drugs in Afghanistan and the menace of drugs goes far beyond the country’s borders," said Maj. Nezamuddin Nezam, the participants’ team leader. "Drug trafficking fuels insurgency, hampers peace building and undermines the rule of law through violence and corruption in all countries along the trafficking routes."

Kevin Carty, Senior Police Adviser to the OSCE Secretary General, added: "The illegal trafficking of narcotics constitutes a major threat to international security and stability. The OSCE is happy to facilitate this training course for Afghan Officers at the Academy in Domodedovo as part of its ongoing support to Afghanistan."

The course, financed by voluntary donations by OSCE participating States, forms part of work that followed an OSCE decision on engagement with Afghanistan, adopted in 2007.

The OSCE Strategic Police Matters Unit works to enhance international co-operation in combating organized crime with a particular focus on illicit drug trafficking. It also assists the Afghan National Police in counter-narcotic training.

- First meeting on Transdniestria settlement under Kazakh OSCE Chairmanship sets goals for 2010

VIENNA, 2 March 2010 - The first meeting of the representatives of the Sides, Mediators and Observers in the "5+2" Transdniestria settlement process with the Special Representative of the Kazakh OSCE Chairmanship, Ambassador Bolat Nurgaliyev, ended in Vienna today.

"This was the first 5+2 meeting of 2010, and its purpose was to elaborate a workplan for the year aimed at renewing real negotiations towards a comprehensive political solution acceptable to the people of both Sides," said Ambassador Nurgaliyev.

The 5+2 includes the sides, the Republic of Moldova and Transdniestria, the mediators - Russian Federation, Ukraine and the OSCE - and the United States and the European Union as observers.

At today’s meeting in Vienna, the 5+2 agreed to meet regularly and frequently, with agendas for the meetings to be driven by issues of mutual importance to the Sides. A goal was set to renew formal negotiations in the 5+2 format this year. Formal negotiations have been suspended since 2006.

"The most important factor in achieving real negotiations is building a climate of trust between the sides," Ambassador Nurgaliyev said. "Direct talks between the political representatives of the Sides since late last year, which resolved significant problems faced by populations in both sides, have laid a promising foundation for our efforts."

Representatives of the 5+2 also lauded the re-launch of work in the Expert Working Groups on Confidence-Building Measures. They exchanged information on their individual workplans for 2010, concentrating on seminars, visits and other events to widen contacts and co-operation between the Sides.

The 5+2 agreed to hold their next meeting this May in Astana, the capital of Kazakhstan, at the invitation of the 2010 OSCE Chairman-in-Office, Secretary of State and Minister of Foreign Affairs of the Republic of Kazakhstan Kanat Saudabayev.
