If we focus on Ukrainian presidential campaign, we will easily understand that, at the moment, the two strongest candidates are Viktor Yanukovich (from pro-Russia Party of Region) and Yulia Timoshenko (Prime Minister).
It could be useful for everybody analising electoral programs so that we can keep on talking about concrete issues and problems, understanding which perspective we will have at the end of the campaign.
These are the main intentions of Timoshenko:
1) Possibility for opposition to choose the Head of the Court of the Auditors (to fight corruption)
2) Election of MP through "open-lists"
3) Creation of system of benefits for banks that give long term loans for business start-ups
4) European level of interest rates in case of loan for business start ups
5) No custom duties for the first 10 years, in case of foreign investors that start producing in Ukraine and need to import technologies used for producing process
6) No taxes for first 10 year in case of investments in depressed regions
7) Use of "clean technologies" to create energy from carbon (interesting, which technologies??)
8) No taxes for investments in production of energy from renewable sources
9) New system for free medical assistance
10) Pensions level of 60% of medium salary in working life
11) 2000 Grivna per month for families with disabled people
12) Ukraine has to become a member of EU
13) Cooperation with CSI countries
This is the electoral program of Yanukovich:
1) Switching to a parliamentary-presidential system
2) Russian Language has to become the second official idiom of Ukraine
3) Referendum has to decide if Ukraine has to become a member of NATO
4) More power of decision for Regions
5) Election for regional governors
6) Creation of state consulting centers for small business
7) Simplification of company registration
8) Tax simplification for small business
9) General simplification of tax system
10) Benefits for carbon energy producer
11) Raising of pensions
12) Cooperation with Russia and EU
In general, Yanukovich’s program is not very concrete, but this does not mean that Timoshenko is aimed to fulfill all promises she made.
However the comparison between these two lists can give a appropriate idea of the difference between the two candidates, or just we can understand who lies better.
