On October 20, 2010 after 6 pm it has been suggested in unclear circumstances, on the territory of the Republic of Dagestan two inhabitants of Ingushetia Khashagul’gov Magomed Yakh’yevich, DOB 1979, and his colleague Khutiev Mukhammed Aslambekovich, went missing.

Mukhammed Khutiev led the filial self-regulated organisation “The building guide to the North Caucasus Federal District” in Ingushetia, and Magomed Khashagul’gov worked in this filial as leading specialist. On October 20, Khutiev and Khashagul’gov left to Makhachkala where their organisation’s office was based in a silver Toyota Corolla car with the number plates S999TO, 06 region. In the evening they should have returned home.

The last telephone call on Magomed Khashagul’gov’s phone was from his brother, at around 6.10 pm. At that time Khutiev and Khashagul’gov were leaving Makhachkala. After this the telephone connection with Magomed was cut off. There was no answer from Khutiev’s telephone.

Their relatives began to worry and drove to Makhachkala and Grozny. On the way they asked police at DPS and GIBDD posts. None of them remembered seeing a car with those number plates. Then the relatives made an application to the Prosecutor’s office and MVD in Ingushetia.

But on October 21 there was no sign as to the whereabouts of Khutiev and Khashagul’gov.

On October 21, Louisa Medova, Magomed Khashagul’gov’s wife, turned to HRC Memorial and to Civil Assistance committee with a written statement requesting help in the search for her husband.

According to relatives, Khashagul’gov never got involved in criminal activity. A few years earlier he had worked for MVD in Ingushetia. He has no connection with illegal armed formations.

On this day Magomed and his colleague had gone to work in Makhachkala. My husband is a leading specialist at the filial NP SRO “The building guide to the North Caucasus Federal District” in Ingushetia. Mukhammed Khutiev led the filial self-regulated organisation The main office of this organisation is situated in Makhachkala. In the evening he should have returned home. They went to Makhachkala in a silver Toyota Corolla car with the number plates S999TO, 06 region. My husband’s last telephone call was received around 6.10 pm from his brother. At that time Khutiev and Khashagul’gov were leaving Makhachkala . After this the telephone connection with Makhomed was cut off. There was no answer from Khutiev’s telephone. We began to worry, and some of our relatives went to Makhachkala, some to Grozny, while others turned to the legal authorities. They made a statement to the Prosecutor’s office and MVD, but so far nothing has come of it. Magomed has never been involved in criminal activities. In fact, a few years earlier he worked for MVD in Ingushetia. He has no connection with illegal armed formations. I ask you for help and cooperation in the search for my husband, and also legal assistance in defence of our constitutional rights.
