MARKET WRAP-UPThe indices closed in opposite directions on Thursday. Volumes and activity were bellow the average and the sellers resumed being the more active ones. At the end SOFIX added 0.92% to 265.73 after the support from Corporate Commercial Bank (6C9) which gained 2.74% to BGN 75.00. The others to help the index were Sparky Eltos (SL9, BGN 1.26, +5.00%) and Kaolin (6K1, BGN 2.50, +4.04%), despite the fact that only small pieces changed hands in both. The price-weighted BG40 stayed on negative territory, closing at 86.57 (-1.42%), due to the significant drop in Odessos Shiprepair Yard (5ODE, BGN 102.50, -6.73%) where only 153 shares changed hands. Almost 30% of the total turnover came from Elana Agricultural Opportunity REIT (4EC), which advanced 2.00% to BGN 0.562, and from Advance Terrafund (6A6), where more than 200k changed hands in two trades at BGN 0.91, but shortly after that the stock recovered and closed with only a minimum change at BGN 0.998 (+0.10%).

According to media sources, the shareholders of SIF Transilvania (SIF3) gathered for the GSM voted to hike the ownership limit from 1% to 5% but to cap the voting rights to 1%. We remind that the ownership limit is currently set by a law at 1% for all SIFs. Moreover, the Securities Commission (CNVM) suggested that the topic of ownership limit should have been removed from the GSM’s agenda. This GSM resolution needs to receive the CNVM’s avis. SIF3 threatened to contest the legitimacy of the law governing the ownership limit to the Constitutional Court if CNVM did not issue a positive avis for the GSM resolution.

Moody’s Investors Service has today affirmed Romania’s local and foreign currency ratings at Baa3. The country’s local and foreign currency bond ceilings are affirmed at Aa3 and A1, respectively. The outlook on all the ratings and ceilings remains stable.Moody’s said that Romania’s status as an investment-grade country is supported by the government’s moderate debt burden, while its gradually deepening institutional strength derived in large part from EU accession two years ago is also important. The rating affirmation is premised on the attainment of a joint IMF-EU financing program, coupled with a successful fiscal adjustment. Moody’s expects Romania to obtain extraordinary financial assistance from the EU and IMF to ease the adjustment as its economic environment deteriorates, with a total support package of more than EUR 20 bn over two years. Approximately one-half of the support will come from the IMF with the balance to be provided by the EU and related institutions
(i.e. EIB, EBRD). The program will likely be structured whereby the IMF funds are provided for balance of payments support, and the EU funds will be used for budgetary financing, thereby easing immediate liquidity concerns. Moody’s forecasts that government debt ratios will increase substantially over the next few years. However, the agency believes that the structural adjustment program is likely to lead to an improved budgetary discipline and revenue enforcement to put the budget on a more sustainable footing over the medium term. Debt service should remain at affordable levels.

The new name that AIG Life Romania and the AIG Fond de Pensii pension fund will adopt in the near future will probably be American Life Insurance Company (ALICO), a company which is actually the owner of the two entities. In the case of AIG Romania, the subsidiary operating on the general insurance segment, the new brand could be AIU Holdings, a group that will take over all non-life insurance businesses of AIG.

According to local media, a local IT&C company, Asesoft, is negotiating with the electronics and IT&C retailer Flamingo (FLA) the takeover of the wholesale division. As both companies refrained from commenting, it is unclear if discussions are taking place to take over the whole unit or only a part of the wholesale business. However we do give some credit to the news, as Flamingo stated its intention to divest some of its non-core, unprofitable businesses and focus on retail. The wholesale business generated revenues of RON 246 mn in 2008, 43% higher yoy, representing 33% of the total turnover of FLA. The wholesale business gained more weight in FLA portfolio with some large contracts developed for ministries, schools and large local companies. However, the margins earned on these contracts are small (gross margin 4.5% in 1-3Q 2008) and we believe the business should be on break-even. As no details are available on the transaction, we can not comment on the impact of the news
on Flamingo future financial performance.
