The New Eurasia Foundation, a non-commercial organization, invites audit companies to take part in the open competition and submit their bids for the right to audit the expenditure of the US government funds, including the funds of the United States Agency for International Development (USAID) for the period of January 1, 2008 through December 31, 2008 in compliance with the “Guidelines for Financial Audits Contracted by Foreign Recipients” issued in June 2003 (US Agency for International Development, Office of Inspector General).
The audit results must be reflected in the “Independent Audit Statement” to be submitted to the New Eurasia Foundation by not later than May 15, 2009.
In 2008, the New Eurasia Foundation received and expended funds made available by the US government. The total amount of expended funds was approximately $4.7 million USD.
The funds received by the Foundation in 2008 were made available under the following agreements:
As a direct recipient – under Donation Agreement No.118-A-00-07-00060-00 executed by and between the New Eurasia Foundation and the USAID Moscow Mission, as well as under Cooperative Agreement No.S-RS500-08-CA-001 executed by the New Eurasia Foundation subsidiary and the US Department of State, Moscow, Russia.
As a sub-recipient:
Under Donation Agreements No.W04-0007, W08-0010, W08-0016, as well as Cooperative Agreement No.W04-0023 executed by and between the New Eurasia Foundation and the Eurasia Foundation, USA (the latter is the direct recipient).
Under Donation Agreement No.KR-NE-07-04-03 executed by and between the New Eurasia Foundation and the Interregional Public Fund “Siberian Center for Support of Public Initiatives” (IPF SCSPI), Novosibirsk (the latter is the direct recipient).

We kindly request that your bids include the following information:
The date on which the quality of the audit services provided by your company was last certified by the USAID (please attach a relevant document),
The number of audit inspections your company has performed over the past four years in compliance with the “Guidelines for Financial Audits Contracted by Foreign Recipients” (please provide reference letters).
Bids may be submitted from March 12, 2009 until March 25, 2009.
The bids submitted for the competition will be assessed by a specially appointed commission against the following criteria:
The bidder must be officially authorized by the USAID to perform audit inspections in compliance with the “Guidelines for Financial Audits Contracted by Foreign Recipients”.
The bidder’s audit service quality must be officially certified by the USAID (or the bidder’s status must be “Regular” or higher ).
The bidder must be knowledgeable in the Russian accounting, taxation, civil, and labour law.
The bidder must have practical experience in auditing USAID funds over the past four years.
The bidder must be able to audit the Foundation during April 2009 and provide a final statement by not later than May 15, 2009.
The bidder must specify their service fee (including the cost of transportation and accommodation, if necessary).
