• To study experiences accumulated in issuance of municipal debt;
• To improve professional qualifications of municipal employees in issuance of municipal debt;
• To design a municipal debt issuance mechanism that relies on resources of municipalities;
• To design typical normative documents regulating issuance of municipal debt;
• To design recommendations on issuance of municipal debt;
• To summarize and disseminate successful practices.
