A round table to discuss the law “On Introduction of Amendments and Changes into the Law of the KR “On Renewable Energy Sources” was held in Bishkek.
The meeting was organized by the State Department on Regulation of Fuel and Energy Sources under the Ministry of Energy, PO Independent Ecological Expertise in partnership with the Aebert Foundation in Kyrgyzstan.
The round table was participated by representatives of the Directorate of the Project for Development of Small and Medium –size Energy in KR, BIOM, NK GROP Ltd., AEP&F, “UNISON”, PO “Alga”, EKOIS.
The participants discussed a broad circle of issues including:
• Why this law is needed and why it is not still working after a year since its adoption?
• Which amendments and changes should be introduced to make this law work?
• How this law should be updated to make this sector of economy attractive for investors?
Participants noted that Kyrgyzstan almost lacks internal resources, and most importantly the investment resources for development of the market of renewable energy sources. Therefore the development plans of this sector , which are now especially important in the context of raising tariff for energy, are related with mobilization of external resources. But the current draft law does not make RES sector more attractive and does not feature important element – economic regulating mechanisms of this market and the current tariff do not allow the projects on construction of RES be more profitable.
