The International Centre for Policy Studies (ICPS) is an independent non-governmental organization and one of the leading think-tanks in Ukraine. It was established at the initiative of the Open Society Institute in 1994, and since then it has been actively engaged in providing an independent view on government policy, analyzing policy alternatives and studying the possible implications of adopting or rejecting each policy decision.

As policy think tank we concentrate on three main areas:

(1) Policy research and independent policy analysis;

(3) Functioning as a resource center for the government and NGOs.

ICPS policy research spheres are: (1) economic policy; (2) public administration reform; (3) regional policy and local government; (4) European integration; and (5) education policy.

All ICPS activities results in four main categories of products:

• Regular publications representing independent analysis of policy issues including: Quarterly Predictions, Political Commentary, Economic Statistics and Consumer Confidence;

• Training government officials, NGOs and donor institution staff on policy analysis and transferring experience in Ukraine and other post-Soviet countries.

ICPS actively assists Government in its institutional capacity building as well as NGOs to introduce new mechanisms and procedures that allow creating an effective and responsible government and ensure the participation of the public in the policy development process. ICPS has a substantial experience in holding policy campaigns on different policy issues in Ukraine at central and regional levels.

ICPS stands for Ukraine’s alignment with the European Union therefore the Centre assists the Ukrainian government in building its capacity to implement the objectives of European integration. ICPS help the government to formulate its policy in the sphere of European integration, to implement European standards in government decision making, and to increase the effectiveness of international technical assistance.
