During a meeting with the permanent members of the Security Council, Dmitry Medvedev discussed the signing of the document agreed upon by the presidents of Russia and France on 12 August in Moscow.

On 14 August at a meeting with the President of Russia in the Kremlin, the President of South Ossetia, Eduard Kokoity, and the President of Abkhazia, Sergei Bagapsh, signed the plan, and on 15 August it was announced that the President of Georgia had signed the document.

The meeting reviewed the situation surrounding the Georgian-South Ossetian conflict and discussed post-conflict settlement and measures aimed at dealing with the consequences of a humanitarian disaster..

The President issued an order on implementing those agreements contained in the document that was signed. As such, the Foreign Ministry and Defence Ministry were instructed to begin consultations within the UN and the OSCE on issues relating to international mediation, and first and foremost on an international mechanism designed to reinforce the work of Russian peacekeepers. In addition, orders were given with regards to implementing additional security measures in the region and based on the border of the security zone which was set by previous agreements.

The meeting was attended by Chairman of the Federation Council Sergei Mironov, Chairman of the State Duma Boris Gryzlov, Chief of Staff of the Presidential Executive Office Sergey Naryshkin, Secretary of the Security Council Nikolai Patrushev, Deputy Prime Minister Sergey Sobyanin, Foreign Minister Sergey Lavrov, Interior Minister Rashid Nurgaliev, Defence Minister Anatoly Serdyukov, Director of the Federal Security Service Alexander Bortnikov and Director of the Foreign Intelligence Service Mikhail Fradkov.
