First Detentions and Disappearances of People after the Terrorist Act in Vladikavkaz

In the morning of September 9, 2010 in the city of Vladikavkaz of the Republic of the North Ossetia-Alania near the entrance of the central market suicide-attacker on the car Volga activated a bomb of power of 30-40 kg in TNT equivalent. 17 people were killed not counting the attacker. The whole number of the injured was 173 people. On September 13, 2010 several Ingushetia residents whose relatives were detained in relation with this terrorist attack applied to HRC Memorial’s office in Nazran’.

On September 10, around 11 p.m. in the town of Karabulak of the Republic of Ingushetia officers of federal power structures detained Aminat Khasanovna Gandarova, DOB 1957, and her daughter Aishat Yusupovna Gandarova, DOB 1984, residing at Moskovskaya street, 71.

The siloviks came on armored personnel carriers, armored vehicles Ural and some passenger cars with tinted glasses, without license plates. They surrounded the street at which Aminat Gandarova lives and entered her house. Nor introducing themselves neither showing any documents they searched the house illegally during which withdrew all the documents, a computer, bedding. Then, they sat the owner of the house and her daughter in an Ural and drove off.

Relatives tried to find the women but without result. On September 11, around 11 a.m. Aishat called the relatives. She reported that she was with her mother in the building of the Ministry of Internal Affairs on the Republic of the North Ossetia-Alania in Vladikavkaz. By that time the relatives had managed to find out that the Gandarovs had been taken away by the officers of the Ingushetia Department of FSB of the Russian Federation to the building of the Department in the town of Magas. In four hours after the detention the women were taken back home, they took some stuff there and then were driven to Vladikavkaz.

On September 12, Aishat called the relatives again. She said that they were being interrogated constantly. They were barred from leaving Vladikavkaz, made settle in a hotel to their own expense; officers of power structures are being around them all the time. The women were detained because an old mobile phone of Aishat that she had already sold was connected in some way with the terrorist act in Vladikavkaz.

As for September 13, Aminat and Aishat Gandarovs were still staying in Vladikavkaz under protest. The relatives are concerned with the situation because no one had informed them officially about the reasons of the detention and about the certain whereabouts of the detained women.

On September 13, the resident of municipal district Plievsky of the town of Nazran’ of the Republic of Ingushetia Batyr Merzhoev, Aminat’s brother, lodged an application to the HRC Memorial’s office in Nazran’. He asks to help defense his sister’s and niece’s rights.

On September 11, Sait-Ali Idrisovich Dobriev, DOB 1967, residing at: Ziazikova street, 25, the village of Ekazhevo, the Republic of Ingushetia, disappeared under uncertain circumstances.

On September 9, Sait-Ali was taken to the town of Magas to the building of the Ingushetia Department of FSB of the Russian Federation in relation with the terrorist act that had happened in Vladikavkaz earlier the same day. The car that exploded was registered as his propriety. The day before Dobriev sold the car but did not have time to strike off the register. The customer had to come back with the documents for the car and to bring with him the rest of the money for the car but he did not appear.

In the course of the day Sait-Ali was interrogated in the Ingushetia Department of FSB and then – in the Department of FSB of the Republic of the North Ossetia-Alania. On the night of September 10, officers of power structures took Sait-Ali home, searched the house. Investigator Aleksander Dmitrievich Men’shikov was guiding the actions of the siloviks. The house has been being searched for several hours; all the money and mobile phones with the boxes were withdrawn. Then, the officers of power structures drove off. They left Dobriev home saying that the same day, in the afternoon, he should come to the interrogation to Magas. However, before that time came Dobriev was taken away from his house by the officers of the Internal Security Department of the Ministry of Internal Affairs in the Republic of Ingushetia. As it became clear later they passed him to law enforcement authorities of the North Ossetia. The relatives learned that only after Sait-Ali had called them and asked to take him from the post of Road Patrol Service at the so-called “Chermen circle.”

On the night of September 11, the relatives took him home. By 10 a.m. Sait-Ali had to go to Vladikavkaz for the interrogation again. He went by the set time. After that the relatives and acquaintances did not see him again. On the night of September 12, Dobriev’s sister received a message from him which read: “I’ve been detained.”

The applications of Dobriev’s relatives to law enforcement authorities of North Ossetia and Ingushetia were not effective. As for September 13, 11 a.m. the whereabouts of Sait-Ali Dobriev was not established. On the same day Dobriev’s sister Tanzilla Dobrieva lodged a written application to the office of HRC Memorial in Nazarn. She asks to help find her brother and defend his rights.

On September 12, around 3 p.m. in the town of Karabulak officers of the Ingushetia Department of FSB of the Russian Federation detained local resident Magomed Visingireevich Tochiev, DOB 1987, residing at: Ruymakova street, 32.

The siloviks drove up to Tochievs’ house on armored personnel carriers, armored vehicles Ural, UAZ and Gazel, surrounded the street and entered the house. They introduced themselves as FSB officers and asked all the lodgers to show their passports. They chose Magomed Tochiev’s passport among the others and asked him politely to go with them to the Ingushetia Department of FSB of the Russian Federation in the town of Magas. They said to the relatives that Magomed would be interrogated as a witness in a criminal case. Some time later the relatives came to Magas to the building of the Department of FSB. Magomed’s brother Isa Tochiev showed his documents at the control post and asked to tell where Magomed was. The guard took the documents and went somewhere. Some minutes later he came back and said, citing the information from the police front office, that they were holding a talk with Magomed after which he would be released.

The relatives stayed on duty near the building of the Department of FSB. They tried to reach Magomed by phone several times but he did not get it. Only at 5 p.m. Magomed answered his friend’s call. He said in Russian that everything was fine with him. He asked not to be anxious and not to call him promising that he would call back himself.

Around 9:30 p.m. the relatives asked the guard again how long Magomed would be detained. The guard answered that he did not have any information regarding the case and offered to call hot-line service of the Ingushetia Department of FSB (55-11-28). A woman answered. She said that on September 12, officers of the Department had not detained anyone and Magomed Tochiev had not been taken to the Department. The relatives were on duty near the building till 2 a.m. They checked all the republic police departments but did not get any information there. Magomed’s mobile phone was still working but he did not get it. In the morning of September 13, the phone was already switched off. On the same day the relatives of Magomed Tochiev applied to the Ombudsman of Ingushetia and to human rights organizations.

Magomed Tochiev is a guard in a mobile phones shop in Karabulak at Oskanova street. On September 12, all the workers of the shop were taken to the Ingushetia Department of FSB for interrogation as witnesses. After the interrogations the people were released. All the measures are related to the terrorist act of September 9 in Vladikavkaz.

According to unconfirmed information, terrorists used a sim-card bought in this mobile phones shop in Karabulak. As for the afternoon of September 13, the whereabouts of Magomed Visingireevich Tochiev has not been established.
