Ecas: congress in Ljubljana civil society organisations challenge public authorities Eu candidate and Eu potential candidate

On the basis of the guidelines from Zadar, a conference will take place on 16-18 April 2009 in Ljubljana organised by the European Movement in cooperation with ECAS. The conference will be based both on the conclusions of the Civil Society conference organised by DG Enlargement on the 17 and 18 April 2008 as well as Ljubljana declaration and the Guidelines for its implementation. Workshops based on the ten points from the Zadar guidelines will be organised. This conference will provide a connecting spot between political leaders and representatives of civil society. The participation of media and a televised debate with the Presidents of Parliaments as well as the Prime ministers of the EU candidate countries is also planned.

ECAS is working with the European Movement in the preparations. The participants on the CSO side will be similar to the previous events organised by ECAS. In the workshops they will describe their own activities to implement the Ljubljana declaration by bringing it to the attention of the national authorities and other stakeholders. The workshops will hear from ECAS, the European Commission and other EU Institutions about developments at the European level, including the mid-term reviews of IPA and the setting up of the civil society facility. It is expected that the conference will adopt a common "political challenging chart" which will gather recommendations from the civil society to the political leaders and the EU. The aim is to develop contacts and initiate the debate with representatives of national governments.
