Un giorno può benissimo essere sufficiente per formulare una qualche previsione sulla sorte di una individualità ben circoscritta nel pensiero e nel atto.

"Their performance in the Olympics arouses in me not only concern but also dissatisfaction," said the Belarus strongman, a sports fan who has ruled the country since 1994 and is regularly pictured taking to the ice.
The maverick leader said that if the team was going to play badly in the World Championships in Germany in May "then it would be better not to go there and stay at home," a statement from his press service quoted him as saying.
"Why waste the money and upset the people?" he said at the meeting devoted to the development of ice hockey in Belarus.
The Belarus ice hockey team was eliminated in the preliminary rounds of the Vancouver Winter Olympics, a major disappointment for the young ex-Soviet country where the sport is a national obsession.
Lukashenko noted that ice hockey is "the president’s favourite sport".
Russia’s leaders have expressed disappointment with the performance of the Russian team in the Olympics but the comments by the Belarussian president went considerably further.
Recalling that Belarus had been hit by the global economic crisis, Lukashenko said that it was "inadmissible to waste money for nothing.
"You will not be able to count on more funding without an effective return," he said.
Lukashenko also turned his ire on the country’s underperforming top hockey club Dinamo Minsk, which plays in the Russia-based Continental Hockey League.
"If we are going to play next year as badly as this year then it would be better to spend the money inside the country rather than on travelling across the former Soviet Union from Vladivostok to Brest," he scoffed.
"Their performance is unbearable and intolerable," he said.

OSCE Chairperson’s Special Envoy calls for increased efforts to resolve political impasse during visit to Tirana
TIRANA, 15 March 2010 - Overcoming the political impasse is crucial for Albania to continue making progress in implementing its ambitious reform agenda, the Special Envoy of the OSCE Chairperson-in-Office, Kazakhstan’s Deputy Foreign Minister Konstantin Zhigalov, said today during a visit to Tirana.
"We recognize the progress made by Albania in carrying out democratic reforms," he said. "The co-operative climate established in the past between the government and the opposition has contributed to the significant successes achieved in this area."
In welcoming the entry of the main opposition Socialist Party into the Assembly, Zhigalov expressed the hope that this would pave the way for future political debate to be conducted within a parliamentary setting.
He stressed that the OSCE stands ready to support the efforts of Albania’s political parties to engage in political dialogue. "However, the responsibility to resolve the current situation ultimately lies with the national players," he said.
During the visit, all local interlocutors stressed their appreciation for OSCE’s contribution to the ongoing reform progress of the country. Zhigalov expressed his strong satisfaction regarding the strong co-operation between the OSCE Presence and the Albanian Ministry of Foreign Affairs and all other national authorities.
Zhigalov also briefed local interlocutors on the future plans of the Kazakh Chairmanship, paying reference to the envisaged informal ministerial meeting due to take place in Almaty in the summer this year. "These meetings will provide an excellent opportunity to discuss, inter alia, a follow up to the Corfu process, the Vienna Document 1999, OSCE’s engagement with Afghanistan and the substance of the OSCE summit" he said..
Zhigalov’s agenda in Tirana include meetings with President Bamir Topi, Prime Minister Sali Berisha, Foreign Minister Ilir Meta and Socialist Party Chair Edi Rama.

Land transport security and environmentally sustainable transport focus of OSCE meeting in Minsk
MINSK, 15 March 2009 - How the OSCE can help increase the security of land transportation, facilitate railway transport and promote environmentally sustainable transportation choices is the focus of a two-day OSCE meeting in Minsk that began today.
"With its membership of 56 participating States and its broad security mandate, the OSCE is well placed to identify and address political problems and contribute to the ongoing harmonization and standardization efforts in the field of transport and security," said Ambassador Kairat Abdrakhmanov, speaking on behalf of the 2010 Kazakh OSCE Chairmanship.
The OSCE Secretary General, Ambassador Marc Perrin de Brichambaut, said many challenges facing the transportation sector are security challenges.
"International terrorism and transnational organized crime pose serious threats to the transport sector - indeed, to our common stability and security," he told the 180 participants in the meeting, which is part of the OSCE Economic and Environmental Forum process.
Goran Svilanovic, the Co-ordinator of OSCE Economic and Environmental Activities, added: "Land-based transport is by many considered to be the weakest link in securing the international supply chain; at the same time it is considered a potential vehicle as well as a target for terrorist attacks. This is due to the lack of an intergovernmental body and regulatory framework dealing with land transport security in a comprehensive manner. This is where the OSCE could help out."
Belarusian Deputy Foreign Minister Valery Voronetsky and Deputy Transport and Communications Minister Vladimir Dervenkov highlighted in their opening remarks that the topic was particularly important to Belarus, as the country is located at the crossroads of major transport routes.
The conference is organized by the Office of the Co-ordinator of OSCE Economic and Environmental Activities with the support of the Belarusian Foreign Ministry and the OSCE Office in Minsk.
The final part of the 18th OSCE Economic and Environmental Forum 2010 will be held from 24 to 26 May in Prague.

OSCE media freedom representative calls on Georgian broadcasters to abide by ethical standards of journalism
VIENNA, 15 March 2010 - The OSCE Representative on Freedom of the Media, Dunja Mijatovic, today reminded Georgian broadcasters that they should abide by the professional code of conduct to which they have committed themselves.
In reference to a controversial fake report carried on the night of 13 March by Georgia’s privately-owned Imedi television channel, Mijatovic said: "My mandate as OSCE Representative on Freedom of the Media does not allow me to deal with media content. However, I must underline that this particular issue is not about content; it is about irresponsible journalism and the impact it may have on media freedom and security."
Imedi’s 30-minute long report, which was reported to have spread panic among the Georgian public, claimed that President Mikheil Saakashvili had been assassinated and that Russian troops were advancing toward Tbilisi.
Contravening the Georgian broadcasters’ professional code of conduct, the report carried no clear warning that it was fictitious. Only a brief notice before it began said it was a simulation of possible events. To those viewers who had missed the start of the broadcast, the report appeared genuine.
"I commend Georgia’s National Communications Commission for its swift condemnation of the Imedi report and I hope that similar incidents will be avoided in the future," Mijatovic said.
"Broadcasters and other media outlets ought to behave responsibly and not mislead the public by spreading false information. This is of particular importance in Georgia and other countries whose societies may be more prone to alarm due to recent armed conflicts."
"This incident shows that self-regulation principles and mechanisms, which are an essential tenant of freedom of speech, need to be expeditiously enhanced and strengthened. My Office is ready to assist Georgia in this endeavour," Mijatovic added.
