- Dagestan: relatives of the arrested report on tortures

Ms Khasibat Borsieva, now living in Makhachkala, applied to the Human Rights Center Memorial stating that on February 21, 2010, her brother Shamsulla Borsiev was illegally arrested by security forces. He was tortured and beaten up. It has cleared that Shamsulla was arrested on suspicion of Adilgerey Magomedtagirov killing, Dagestan Minister of Internal Affairs.

On February 22, 2010 Borziev was conveyed to the Sovetsky District Court. At the court he felt sick. His father called for an ambulance but the policemen didn’t allow doctors help Shamsulla. The lawyer hired by Borziev’s family also was present but he was refused to meet the defendant after the session under the pretext that Shamsulla had preferred defender on duty to professional lawyer. After the session Shamsulla was taken away in the unknown direction.

The relatives managed to find that he was taken to Vladikavkaz. Neither relatives nor lawyers were allowed to meet him. The applications to the Public Prosecutors office of Vladikavkaz and to the investigating authorities of Makhachkala didn’t help.

On March 1, there happened a meeting organized by Borziev’s relatives at Lenin square of Makhachkala. According to Khasibat about three thousand people participated in it. The President of Dagestan Magomedsalam Magomedov received the delegates. He promised to help the lawyers to meet the defendant.

Om March 2, people gathered again at the square because nobody was allowed to meet Borziev. This time the meeting was dispersed by OMON.

Borziev’s relatives suppose that the investigation should clear up whether Shamsulla is privy to the Magomedtagirov’s murder or not but they demand all the legal procedures of Russian legislation to be observed.

- Closer co-ordination between OSCE, Council of Europe would benefit all states, says OSCE Chairperson

GENEVA, 4 March 2010 - The OSCE and the Council of Europe work together well, but an even closer co-operation would be beneficial, said OSCE Chairperson-in-Office, State Secretary and Foreign Minister of Kazakhstan Kanat Saudabayev, following a high-level meeting with the Council of Europe Chairmanship and Secretariat in Geneva today.

OSCE Secretary General Marc Perrin de Brichambaut also took part in the meeting, while the Council of Europe was represented by Swiss Chair of the Committee of Ministers, Federal Councillor Micheline Calmy-Rey, and Secretary General Thorbjorn Jagland. They discussed the priorities of the two Chairmanships for the year, as well as co-operation between the OSCE and the Council of Europe, in particular with respect to field activities in Eastern Europe, South-Eastern Europe and the South Caucasus.

"The OSCE and the Council of Europe promote co-operation in priority areas such as fighting terrorism, combating human trafficking, promoting tolerance and non-discrimination and respect for the rights of national minorities - based on the shared values of human rights, democracy and the rule of law," Saudabayev said.

"It is important that we co-ordinate our work, particularly in our field operations, to avoid unnecessary overlap and ensure that our activities are complementary, effective and beneficial to our states."

Saudabayev reiterated the strong support of the Kazakh Chairmanship for the Corfu process - the OSCE-anchored dialogue that aims to restore confidence and take forward discussions on wider European security.

Saudabayev said the Corfu process would be instrumental in preparing the groundwork for an OSCE summit this year, and he invited the Council of Europe to contribute to the agenda of such a summit.

Other fields of co-operation between the two organizations include election observation, legislation reform, Roma and Sinti issues, human rights, democratization and local government. The Council of Europe’s 47 member states are all OSCE participating States.

I fondi per l’emancipazione dei Rom devono essere utilizzati meglio

Il tema dell’inclusione dei rom sarà discusso martedì con il Consiglio e la Commissione, in vista del secondo Vertice europeo sui rom organizzato dalla Presidenza spagnola (Cordoba, 8 aprile). I deputati adotteranno una risoluzione nel corso della prossima sessione.

L’interrogazione orale, presentata dal gruppo S&D, rileva che il finanziamento europeo sembra avere un "impatto limitato" sulla situazione socio-economica del popolo rom. Chiede quindi alla Commissione come intenda stimolare le autorità locali per un migliore utilizzo di tali fondi. Il testo sottolinea anche che "i rom subiscono discriminazioni esplicite ed implicite", e invita la Commissione ad affrontare entrambe le discriminazioni visibili (episodi di violenza razzista, discorsi di incitamento all’odio) e quelle invisibili (disparità di accesso ai servizi e alle norme sociali).

The development of relations with China is among Barack Obama’s major foreign policy goals. Its pursuit was to be eased by setting aside sensitive issues, but early this year contentious issues resurfaced, including internet censorship and freedom of expression in China, US arms sales to Taiwan, meetings by American politicians with the Dalai Lama, and also differences on the Iranian nuclear programme and on exchange rate policy. This change in US policy towards China will not only adversely affect bilateral relations, but also render more difficult the two countries’ cooperation in global affairs.
