Litan : La cité des spectres verts * France, 1981, 83’, coul. * version originale française
réalisation Jean-Pierre Mocky ; scénario Jean-Claude Romer, Jean-Pierre Mocky, Patrick Granier ; photographie Edmond Richard ; musique originale Nino Ferrer avec Marie-José Nat, Jean-Pierre Mocky, Nino Ferrer

Statement by HR Catherine Ashton, on the Ukrainian presidential elections, January 17th and February 7th, 2010
Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy, and Vice President of the Commission made today the following statement:
“I welcome the completion of the second round of voting in the Ukrainian presidential elections and the positive assessment given to the process by the OSCE/ODIHR-led International Election Observation Mission.
The generally calm atmosphere in which the elections were conducted, the open campaign in the media and the fact that the electorate were provided with a genuine choice represent important achievements in Ukraine’s democratic development.
I should in particular like to congratulate the people of Ukraine for the high turn out in both rounds of the elections and the strong commitment demonstrated to the democratic process.
The European Union remains committed to deepening the relationship with Ukraine and supporting it in implementing its reform agenda. It looks forward to working with the new President to this end”

Human Rights Activists Detained in Chechnya Freed
Yesterday, on February 7, 2010, three human rights activists who give legal help to relatives of abducted and missing people were detained in Chechen Republic.
On February 7, 2010, around 7 p.m. in the town of Shali (Chechnya) three Russian human rights activists - Dmitry Egoshin (civil organization Man and law, Yoshkar-Ola, Expert Council under the Russian Ombudsman), Roman Veretennikov (Mothers for the rights of the detained, people under investigation and the convicted, Krasnodar) and Vladislav Sadykov (Bashkir department of the Committee against tortures) - were detained. Magomed Daudov, head of the district police department of Shali, where the human rights activists were taken, participated personally in the detention.
The detained human rights activists are the lawyers of the combined mobile group of Russian civil organizations (SMG), that acts in the territory of Chechen Republic since November 2009 and investigates residents’ applications regarding tortures, abductions and murders that happen in the region. Human rights activists were detained during a meeting with an unknown Chechen resident who promised to give some valuable information about one of the abducted residents of Shali district. During the meeting Veretennikov and Sadykov were detained and taken to the office of the head of the Shali district police department. In an hour and a half the third participant of the meeting - Dmitry Egoshin - was detained by the officers of Road Patrol Service. There are reasons to say that the meeting has been organized by the officers of the Shali district police department beforehand. A man introducing himself as Magomed Daudov told Oleg Habibrakhmanov, member of the Committee against tortures, by phone that the human rights activists had really been taken to the Shali district police department and the investigators had been carrying out some measures. According to him, they were not detained according to the procedural norms but they would be kept in the Shali police department till morning. As Habibrakhmanov’s interlocutor said, Federal Security Service and Republic Public prosecutor’s office had been informed about the detention of the lawyers of SMG.
According to the latest information, all three detained were released in the morning of February 8.
The details of the detention are being cleared up.
Human Rights Activists Detained in Chechnya Freed. Details
Around 10:30 a.m. on February 8, 2010, human rights activists Dmitry Egoshin, Roman Veretennikov and Vladislav Sadykov detained the night before were released (see the Memorial’s message: http://www.memo.ru/eng/news/2010/02/08/0802101.htm).
The detained human rights activists are the lawyers of the combined mobile group of Russian civil organizations (SMG), that acts in the territory of Chechen Republic since November 2009 and investigates residents’ applications regarding tortures, abductions and murders that happen in the region.
Dmitry Egoshin, Roman Veretennikov and Vladislav Sadykov were detained around 7:00 p.m. on February 7 in Shali (Chechen Republic). Magomed Daudov, head of the district police department of Shali, participated personally in the detention.
Human rights activists were detained during a meeting with an unknown Chechen resident who promised to give some valuable information about one of the abducted residents of Shali district. There are reasons to say that the meeting has been organized by the officers of the Shali district police department beforehand.
While detaining SMG members, policemen searched them. They also examined their car from which took an audio-video recorder; the device was damaged.
Veretennikov and Sadykov were taken to the office of the head of the Shali district police department. In an hour and a half Dmitry Egoshin was detained by the officers of Road Patrol Service.
The detained were taken to different rooms of the police department where they were held for 15 hours. At night a man introducing himself as Magomed Daudov told Oleg Habibrakhmanov, member of the Committee against tortures, by phone that the human rights activists had really been taken to the Shali district police department and the investigators had been carrying out some measures. According to him, they were not detained according to the procedural norms but they would be kept in the Shali police department till morning. As Habibrakhmanov’s interlocutor said, Federal Security Service and Republic Public prosecutor’s office had been informed about the detention of the lawyers of SMG. So, the policemen were not going to complete the formalities for the detention that confirms its illegal character.
In the morning the policemen tried to get from the detained the receipts that they did not have any reason for complaint.
The illegal detention of Sadykov, Egoshin and Veretennikov without completing any formalities will be appealed against soon.
However, information agency RIA Novosti with reference to press-service of Ministry of Home Affairs in Chechnya reports that the human rights activists were taken to the district police department in the network of checking the appeal of Shali resident who had said that three unknown people had come to her and asked to write a slanderous application regarding some policemen.
The RIA Novosti message says that the human rights activists were taken to the police department in accordance with law and were released after all the circumstances regarding the application of the Shali resident had been cleared up.

Please find enclosed next issue of the Bulletin – “Crisis Over Forming of Afghanistan’s New Government” by Piotr Krawczyk.
President Hamid Karzaj’s new Afghan government was sworn in only on 18 January 2010. The lengthy process of forming the government compounded Afghanistan’s political crisis triggered by election-rigging during the presidential election. Given the controversies over the new government and the country’s unstable internal situation, the London conference on Afghanistan scheduled for 28 January is unlikely to achieve its aims.
