Nell’ambito del Festival Temps d’images, in data 10 e 11 febbraio 2010 presso il Trafó – Casa delle Arti Contemporanee di Budapest (www.trafo.hu) si terrà lo spettacolo intitolato ”(a+b) 3 ” del gruppo Muta Imago.

Il gruppo nasce a Roma nel 2004 dall’incontro tra Riccardo Fazi, drammaturgo, Claudia Sorace, regista, Massimo Troncanetti, scenografo. Dal 2006 tale gruppo collabora con l’attore Glen Blackhall.

Partendo dalla provocazione della materia il gruppo riflette sulla possibilità di approfondire e dilatare i varchi spaziali e di senso rintracciabili nella realtà. Si vorrebbe far affiorare storie e momenti che permettano di ricostruire un’ unitarietà perduta che si può trovare ancora nell’essere umano.

Comeacqua (2007), (a + b)3 (2007), Lev (2008) sono gli ultimi spettacoli prodotti.

18. Istituto storia Resistenza e società contemporanea province Biella-Vercelli (Italy)

In occasione della sesta edizione del Giorno del Ricordo, solennità civile istituita con la legge n. 92 del 30 marzo 2004 per commemorare le vittime delle foibe, l’esodo giuliano-dalmata e le vicende del confine orientale, la Provincia di Biella e l’Istituto per la storia della Resistenza e della società contemporanea nelle province di Biella e Vercelli presenteranno l’opera Arrivare da lontano. L’esodo istriano, fiumano e dalmata nel Biellese, nel Vercellese e in Valsesia, risultato della ricerca affidata a Enrico Miletto, ricercatore storico e autore di pubblicazioni sui temi dell’esodo istriano, che ha collaborato sullo stesso soggetto con gli istituti per la storia della Resistenza e della società contemporanea di Torino, Alessandria e Novara realizzando importanti iniziative. Miletto, attraverso un approfondito lavoro di ricerca, svolto con rigore metodologico e passione, ha raccolto numerose testimonianze di profughi e ha studiato le fonti archivistiche e documentarie disponibili, ricreando il complesso quadro storico, umano e psicologico in cui si collocano gli eventi relativi all’esodo nelle loro ricadute territoriali locali. Riemerge, in consonanza con lo spirito della legge istitutiva della ricorrenza civile, uno dei temi storici più trascurati nella storiografia del ‘900 e si rende un servizio indifferibile alla memoria storica che esige contributi capaci di scavare anche nelle pagine più scomode. Sarà estremamente gradita la Vostra presenza all’iniziativa che si terrà a Biella mercoledì 10 febbraio 2010, alle ore 15, presso la Sala Cantinone nella sede della Provincia.

- Mantica in Kosovo: Italia sostiene indipendenza Pristina, ma dialoghi con Serbia 01 Febbraio 2010

"Indietro non si torna", l’indipendenza del Kosovo è un processo irreversibile e la piena sovranità di Pristina è ormai "una strada obbligata", ma la giovane Repubblica balcanica deve evitare di "fissare scadenze", di irrigidirsi su alcune posizioni nei confronti della Serbia "che potrebbero essere controproducenti". E’ questo il messaggio del Governo italiano che il Sottosegretario Alfredo Mantica ha portato oggi al Premier kosovaro, Hashim Thaci, e al suo vice, Hajredin Kuci, in un incontro a Pristina. L’Italia conferma dunque il suo sostegno al Kosovo, a quasi due anni dalla proclamazione di indipendenza - avvenuta il 17 febbraio 2008 - e in attesa che la Corte internazionale di giustizia pronunci il proprio parere che il Governo italiano auspica "giusto ed equo". Ma intanto "serve pazienza e dialogo", ha detto Mantica, in particolare nella zona di Mitrovica, nel nord del Kosovo, dove vive una maggioranza serba e dove Belgrado mantiene proprie strutture parallele. Bisogna soprattutto "evitare quegli episodi di nervosismo" visti in passato, ha aggiunto il Sottosegretario, che ha tuttavia sottolineato l’aspetto incoraggiante della partecipazione della comunità serba alle elezioni municipali dell’autunno scorso. "Se non si smitizza la questione dello status del nord su aspetti concreti della vita dei cittadini, come la gestione dei servizi, la proprietà, la restituzione delle case e la questione dei rifugiati, è difficile andare avanti", ha ribadito anche l’Ambasciatore italiano Michael Giffoni, al quale è stato affidato il ruolo di "facilitatore" politico per l’Unione europea nel nord del Kosovo. Sul piano bilaterale è stato affrontato il tema della liberalizzazione dei visti. "Una scelta politica molto chiara presente nel piano in otto punti per i Balcani del Ministro Franco Frattini", ha ricordato Mantica, ribadendo anche in questo caso la necessità che Pristina vada avanti verso le condizioni richieste. Infine con il Viceministro agli Esteri, Vlora Citaku, è stato deciso di avviare dei protocolli, in particolare sulla riammissione degli immigrati clandestini e il rientro dei detenuti kosovari attualmente nelle carceri italiane; sulla protezione degli investimenti italiani e in campo culturale, scienza, scuola, università, anche attraverso l’Unesco.

- OSCE Chairperson meets U.S. Secretary of State Clinton, says U.S. support is key to renewed security dialogue

WASHINGTON, 4 February 2010 - The U.S. role in the OSCE is key to the renewed security dialogue launched in the Organization, said the OSCE Chairperson-in-Office, Kazakhstan’s Secretary of State and Foreign Minister, Kanat Saudabayev, today after talks with Secretary of State Hillary Clinton.

"I was encouraged to hear Secretary Clinton’s strong support for the OSCE, in particular for the Organization’s work to renew European security dialogue and the importance of the forum provided by the OSCE within the framework of the Corfu process," Saudabayev said.

The Chairperson-in-Office said the Corfu process aims to reconfirm the common achievements of the OSCE community, including the commitments the 56 participating States have undertaken, while addressing security issues and the lack of trust among participating States. "All participating States have embraced this process, demonstrating a political will to preserve a co-operative and indivisible security in wider Europe," Saudabayev added.

Clinton and Saudabayev also discussed the OSCE’s plans for enhanced involvement with Afghanistan, an OSCE Asian Partner for Co-operation.

Minister Saudabayev emphasized the importance for the OSCE of organizing a Summit this year, which would be the first since 1999.

"For 35 years the OSCE has brought together Central Asia, the Russian Federation, the United States, Canada and Europe to bridge differences, promote democratic standards and address common security concerns. The Organization remains the natural forum for a discussion on the future of European security," he said.

As part of his visit to the United States, Minister Saudabayev also made a speech at the Atlantic Council on "Geopolitics in Eurasia".

The Chairperson-in-Office will address the UN Security Council in New York on 5 February.

- OSCE Chairmanship discusses prospects of Transdniestrian settlement process

CHISINAU, 3 February 2010 - The Special Representative of the OSCE Chairperson-in-Office for protracted conflicts, Ambassador Bolat Nurgaliyev, concluded a three-day visit to Moldova today.

During his visit Nurgaliyev discussed next steps in settlement of the Transdniestrian conflict with the acting president of the Republic of Moldova Mihai Ghimpu; Prime Minister Vlad Filat; Deputy Prime Minister Victor Osipov, the Moldovan chief negotiator for Transdniestrian conflict resolution; and with the leaders of the parliamentary groups, including the opposition. In Tiraspol Ambassador Nurgaliyev met the Transdniestrian leader Igor Smirnov, Speaker of the Supreme Soviet Anatol Kaminski and chief negotiator Vladimir Yastrebchak.

"The Transdniestrian conflict settlement process will remain a key priority during Kazakhstan’s OSCE Chairmanship. We will work intensively to build upon what has been achieved during the 2009 Greek Chairmanship and to accelerate the negotiating process," said Nurgaliyev.

"We are encouraged by the frequent meetings between the two chief negotiators to resolve the problems faced by ordinary people on both sides of the Dniestr/Nistru River. Resolving these problems helps to build political trust and give a new impulse to the work of joint working groups."

Nurgaliyev said he looked forward to an informal "5+2" meeting in Vienna in March and agreed with the sides that the following meeting could take place in Astana.

"We will co-operate closely with the OSCE Mission to Moldova and with our partners in the 5+2 process - the mediators from the Russian Federation and Ukraine and observers from the U.S. and the EU - to make real progress on a comprehensive political solution to the conflict," he said.

Ambasassador Nurgaliyev announced that the OSCE Chairperson-in-Office, Kazakhstan’s Secretary of State and Foreign Minister Kanat Saudabayev, is planning to visit Moldova in the near future.

NEW YORK, 5 February 2010 - In light of the daunting challenges facing the international community, the OSCE is determined to contribute meaningfully to the enhancement of security in its region and beyond, the OSCE Chairperson-in-Office, Kazakhstan’s Secretary of State and Foreign Minister Kanat Saudabayev, told the UN Security Council today.

"I strongly believe that a better use of the OSCE’s capabilities would help the UN and its Security Council to more effectively prevent security threats and respond to them," Saudabayev said. "We intend to strengthen the OSCE in every possible way and to enhance its effectiveness and its ability to adequately respond to emerging challenges and threats."

Saudabayev mentioned that, to a large extent, the implementation of the Chairmanship’s priorities will depend on the participating States’ ability to enhance trust among themselves and to eliminate the vestiges of Cold War dividing lines that still exist in the OSCE area.

Saudabayev emphasized to the Security Council that the Kazakh Chairmanship will make an effort to contribute to the resolution of protracted conflicts with particular attention to those in the post-Soviet area. "Taking into account our shared history and closeness in terms of mentality, we hope to give some impetus to the efforts of our partners involved in that complex process," he said.

Saudabayev noted that the Kazakh Chairmanship will closely monitor protracted conflicts and identify all signs of potential escalation making good use of the OSCE preventive mechanisms.

The Chairperson-in-Office will travel to the South Caucasus on 15 February. He mentioned that the OSCE, the UN, and the European Union co-chair the Geneva Discussions. "Further close co-ordination among all parties is of great importance to promote stability in the South Caucasus and to create favorable conditions for their peaceful settlement," he added.

The Chairperson-in-Office also underscored the importance of OSCE-UN co-operation in promoting security and stability in South-Eastern Europe. In Kosovo, Saudabayev said, the OSCE Mission will continue to implement its mandate as an integral part of the UN Interim Administration Mission in Kosovo (UNMIK), based on the UN Security Council resolution 1244.

Beyond these specific examples of OSCE-UN co-operation, the Chairperson-in-Office underscored the broader potential of the OSCE as a forum for comprehensive and inclusive security dialogue. "A relevant dialogue will provide us with an opportunity to strengthen relations of the OSCE with the UN, in accordance with the 1999 Platform for Co-operative Security. We count on the contribution of the UN and its structures to this process," he added.

Saudabayev underscored that such dialogue should include the OSCE Partners for Co-operation. Last December, at the Athens Ministerial Council, the Organization welcomed Australia as the 12th Partner for Co-operation, a fact that shows the Organization’s determination to broaden dialogue with partners beyond its zone of responsibility, in order to maintain international peace and security.

1. POINT OF VIEW: After the London conference on Afghanistan (Central Asia, February 4, 2010-issue 602) By Giorgio Fiacconi TCA publisher

BISHKEK (TCA) – Finally, the world is considering a new approach to the Afghanistan solution.

Finally, in some way the coalition forces and the many countries participating in the London Conference on January 28 seem to agree that negotiations with the Taliban make sense and are probably the only solution to the eight-year war. This paper has been advocating for such a solution for a long time, and now we will see how the solution will be pursued. It will certainly not be easy or fast, but it is the right way and it can be done. The $140 million allocated to this new peace process are of course peanuts compared to what will be needed before, during and after the normalization process, to say nothing of the billions that all countries involved are spending in the present situation. Nevertheless, the proposal on the table carries strong symbolic meaning, affirming the intention to help. In the press releases and articles that have been written after the conference, some refer to the new process as “reintegration” or “reconciliation”. We prefer to call it normalization. But the fact remains that Karzai will address the Taliban leadership directly to try to find a solution. It is important also not to confuse Taliban with Al Qaeda, since they are two separate realities. The US intervention was against Afghanistan because the country was hosting Al Qaeda, the perpetrator of the 9/11 tragedy, but it was never really against the Taliban. But let’s proceed in order. President Karzai is leaving London with a blank cheque signed by many countries. There is a promise to support peace talks. The US may advise and support but they will not be participating in the peace talk, for which Karzai is seeking the mediation of two other countries. The first is Saudi Arabia, one of the few countries that in the past recognized the Taliban regime, and the second is Pakistan, that is indisputably involved in the conflict and will do everything possible to restore security and peace in Afghanistan. After the London victory, Karzai will need to legitimate his effort within his country. Thus, a grand “Jirga”, or a council of the elders and most prominent people of Afghanistan, will be convened. It is not safe to assume, however, that initiating negotiations will be an easy task, since the Taliban is under the impression that they are winning the war. Convincing the Taliban to sit around one table will test all of Karzai’s diplomatic skills. We can only hope that the moderate Taliban and those already sitting in the Afghan Parliament, as well several tribes wanting an end to the war, can put sufficient pressure on the militant Taliban to negotiate and to listen to the advantages of stopping a long war. On the other hand, in the US there are those who think that the peace effort should be conducted from a stronger military position. They would prefer to continue the military option and make limited overtures of peace. In our opinion, the Taliban should be given its share of the benefits which peace can bring in the form of economic development. But this will only happen if there is a complete separation between military intervention and humanitarian help. As long as the Taliban associate economic development with military presence, every project will remain a military maneuver and every humanitarian effort will be the target of extremist retaliation. We are not sure if Karzai will be the right person to lead the peace process. He and his government are strongly opposed by Taliban militants and many Afghan citizens, due to the widespread corruption and the recent manipulated election. Nonetheless, Karzai knows full well that he will not be reelected. This is his last chance to establish his legacy as a great Afghan statesman. The time schedule for the negotiations is still vague and various solutions are available. Without a doubt, the humanitarian and reconstruction cards are matched by a strong desire for normalization. The participation of neighboring countries may help in the process, and a possible redeployment of a portion of military troops to Central Asia may favor the overall strategy. Still, although the entire peace process is now in its early stage, an important step forward has been made.


2.Kyrgyz government introduces new financial philosophy (Kyrgyzstan, February 4, 2010-issue 602) BY LIDIA SAVINA TCA CONTRIBUTOR

BISHKEK (TCA) — In 2010, the Kyrgyz Government aims to develop, while maintaining, the economy. This involves substituting imports while boosting export oriented production. This was discussed last week, during a meeting of the Ministry of Finance with Prime Minister Daniyar Usenov.

The government will analyze the trade balance of the country, and hopes to relieve dependence on foreign goods. Today, many products are imported; such as coal, salt and mineral water, even though they can be produced locally. Locally produced goods should please consumers, because they should be lower in cost.

Financial policy

The economic crisis has caused the government to create a new financial philosophy. The plan is to decrease the proportion of unprofitable social projects and reduce foreign debt. To do this, the government should focus on projects that generate finances, said the prime minister. Profitable projects should make up about 70 percent of the total number of projects, while the remaining 30 can be social. Borrowed funds must be recurrent and provide income in the future, said Usenov. By attracting foreign investment in the construction of facilities such as the Kambarata hydroelectric power station, the Datka substation and the Datka–Kemin transmission line, Kyrgyzstan will be able to replenish a portion of the state budget by exporting electricity.

Income and expenses

2009 has completed successfully, with a budget balance of 457 million soms, informed the Minister of Finance Marat Sultanov. This was achieved through savings in some economic structures, explained the minister. According to preliminary data from the Central Treasury, the 2009 expenditure budget amounted to 63 billion soms, a 21.3 billion increase from 2008. The resource base has increased mainly due to credit provided by Russia. The share of GDP income was 34.8 percent. Taxes provided the largest revenues with 21.2 percent, with customs providing 20.8, transfers from abroad 14.9, and government treasury bills 7.5 percent. 25.5 billion soms, or 34 percent, of the budget was directed to protected budget articles; 30.4 billion (40 percent) to unprotected; 5.1 billion (7 percent) were directed to repay the public debt, and 14.5 billion was spent on social services. In 2010, 20 billion soms will be allocated to social services, the largest amount in the history of the country.

New approaches

The Kyrgyz Government will implement a new financial policy, said Usenov. It is necessary to develop new criteria for evaluating budget spending. Compared with 2005, funding for many ministries has increased significantly. For example, the Ministry of Health’s financing has increased six times. “At the same time, are there any visible results in reducing diseases, such as tuberculosis and AIDS?” asked the premier. How effective has the Ministry of Internal Affairs used funds to fight crime or the Ministry of Agriculture to support farmers?

New budget

During November and December 2009, the Ministry of Finance and the government managed to form a new budget and parliament approved it before the new year. This happened for the first time in Kyrgyzstan’s history, said Finance Minister Marat Sultanov. Previously, in accordance with the law, the budget for the next year was formed in May of the current year. The development of the budget for 2011 will begin as early as February. To achieve this, the Ministry of Finance will have to oblige the Ministry of Economic Regulation to provide economic forecasts earlier than usual. Thanks to the new order, the draft budget will be completed in September and immediately submitted to parliament.

Executive discipline

Usenov paid particular attention to the executive discipline. All assignments and instructions from the president, prime minister and government must be performed precisely. The Central Agency for Development, Investment and Innovation will work with the government to monitor the implementation of the budget, and the Ministry of Finance will provide the president and prime minister daily information on budget spending.


3. Japan aid will improve Kyrgyz roads (Kyrgyzstan, February 4, 2010-issue 602) By Victor Winner TCA correspondent

BISHKEK (TCA) — Developed infrastructure is an important condition for economic development. A network of good roads increases transportation capacity, improves the development of tourism, and provides better connection between cities and villages. A new project of the Japan International Cooperation Agency (JICA), worth one billion yen (approximately US $10 million), aims at assisting in further rehabilitation of roads in Kyrgyzstan.

According to Kubanychbek Mamayev, State Secretary of Kyrgyzstan’s Ministry of Transport and Communications, the road network currently provides up to 95 percent of passenger and freight transportation in Kyrgyzstan. The total length of roads in the country is approximately 34,000 kilometers, including 18,810 kilometers of public roads and 15,190 kilometers of roads in towns, villages, agricultural, industrial and other enterprises. The length of public roads of international significance is 4,163 kilometers, of the national significance – 5,678 kilometers, and of the local – 8,969 kilometers. Thirty-eight percent of these roads have asphalt or black gravel pavements, 53 percent of the roads have gravel pavement, and 9 percent are unpaved. Due to insufficient funding, only small part of the roads is in good repair, and the quality of the roads is worsening each year. An inspection of 4,300 kilometers of roads in Kyrgyzstan in 2005 showed that two thirds of the roads were in poor condition, and one fifth have asphalt that is beyond repair. Because road construction equipment is also in poor condition, workers have to work by hand. The number of necessary repair projects has accumulated to the point that about 200 kilometers of paved roads are lost annually. The main focus of an earlier project was the construction of Bishkek-Osh and Bishkek-Georgiyevka (Kazakhstan) roads, providing international transport corridors. The internal road network, which provides access to major transport corridors, has not been renovated. Therefore, a JICA study in August 2009 concluded that although the preservation and improvement of regional transport corridors is a major priority, the poor local roads are still a serious obstacle to Kyrgyzstan’s socio-economic development. On January 25, 2010, JICA, Kyrgyzstan’s Ministry of Finance and Ministry of Transport and Communications signed an agreement for the transfer of Japanese road maintenance equipment. The new aid project will provide 144 units of road machinery for the northern Issyk-Kul and Chui regions, where the condition of roads is crucial for the development of tourism and trade. The Kyrgyz side will receive equipment for road renovation, including for the patching and reconstruction of asphalt pavement, as well as for snow removal operations, disaster management, and equipment transportation. Experts said that 662 kilometers of targeted road sections (Chaldovar-Tyup-Kegen, Bishkek-Tokmok, Bishkek-Naryn, Balykchi-Tyup, and Tyup-Kegen) will be maintained year-around. Moreover, two asphalt plants will be built, in the Issyk-Kul region close to the Barskoon village and in the Chui region near Tokmok. This will help stabilize and develop the road network according to the ‘Development strategy of the road sector for 2007-2010’ developed by the Ministry of Transport and Communications. A project worth $5 million has already been implemented by the Japanese government in 2007. The project provided equipment for road maintenance in the Naryn region, including a coating plant, a center for studies of asphalt and concrete facilities in Kochkor, and a stone crushing plant for the Bishkek-Naryn-Torugart road. Considering the importance of road transportations in Kyrgyzstan, a landlocked country with difficult climatic conditions and frequent natural disasters, the road and transport sector remains one of the priority areas for cooperation, stated Maruyama Hideaki, JICA Resident Representative in Kyrgyzstan. Roads are essential for getting goods and services to regional markets, they play an important role in providing communication between the major economic centers within the country, and they assist Kyrgyzstan in entering markets of the neighboring countries.


4.Tashkent preparing for ‘transit war’(Uzbekistan, February 4, 2010-issue 602) By Dilshod Ashurmatov TCA correspondent

TASHKENT (TCA) — Uzbekistan is redirecting goods that used to be transported through Tajikistan, and the latter is planning to build a railway to bypass the neighbor.

An international logistics center was opened in mid-January in the Uzbek city of Angren (Tashkent region). The center is located at the Ablyk railway station to receive and process all cargo, and then deliver it to the Andijan, Namangan and Ferghana regions of eastern Uzbekistan by truck. The Angren Logistics Center corporation, established in mid-2009, will manage the center. The center was created in order to completely abandon rail transportations through Tajikistan. Goods which had previously been delivered to the Ferghana Valley by rail through the Tajik city of Khujand will now be transported via highway through the Kamchik Pass. This almost doubles the length of the route, which by rail is 110 kilometers. Moreover, substantial funds were required to establish the center. In the first stage, founders of the center already invested nearly US $15 million. However, it was just the beginning, as a large investment will be required to build the automotive fleet. 250 containers-haulers worth $36.5 million will be purchased for the center by the end of 2010. The Uzbek-German JV MAN Auto-Uzbekistan, which was launched in September 2009 in Samarkand, will supply vehicles, the first major order for the enterprise specializing in the production of MAN trucks with the capacity from 15 to 50 tons. However, the project’s initiators believe that their investments will be repaid. According to the operating company, 4.2 million tons of cargo, including products from the GM Uzbekistan automobile plant, the Ferghana oil refinery, and the large chemical companies located in the region, will be transferred through the new logistics center in 2010. Transportation volume is expected to increase by 50 percent in 2011. Incentives will help increase the cargo traffic through a new logistics center. For example, Uzbekiston Temir Yullari (Uzbekistan Railroads) has cut in half the tariff on cargo delivery from any part of Uzbekistan to the Ablyk station. However, some experts believe that founders of the new cargo hub were thinking about economic benefits last of all.

Maneuvers in a transportation war

After the USSR’s collapse, Uzbekistan and Tajikistan have been in close captivity, an economic and geographic interdependence that sooner or later had to burst out of its slow boiling cup of contradictions. Late in 2009, both countries accused each other of violating the energy supply regime of the Central Asian United Energy System, and each country constructed transmission lines in the border regions in a show of energy independence. This year the independence of transportation systems will be checked. It all started with mutual accusations. On the one hand, Uzbekiston Temir Yollari reported that Tajikistan forced Uzbekistan to suspend rail service between the Ferghana Valley and other regions of Uzbekistan. “At normal speed, trains traverse the transit section in about one hour. However, customs officers and border officials in Tajikistan create unreal problems at border crossings, complicating the situation with unjustified inspections and delaying trains for up to six hours,” said Akmaljon Abbasov, acting head of the Namangan rail station, in an interview. On the other hand, the Tajik side asserted that Uzbekistan has sharply reduced the number of freight trains through Tajik territory. The Tajik Ministry of Transport noted that the Uzbek side had made no complaints. Meanwhile, the Tajik Ministry is developing its own strategy to construct railway lines connecting Kyrgyzstan, China and Afghanistan but bypassing Uzbekistan. Uzbekistan knows that story well. In 2004, the Tashguzar-Boysun-Kumkurgan railway line was built, connecting southern Uzbekistan with its other regions while bypassing Turkmenistan, at the cost of over $400 million. However, in the current situation, Tajikistan will have difficulty finding the funds for such a construction project. And Tashkent will have its own difficulties completely abandoning transportation through Tajik rail lines. The highway through the Kamchik Pass, located at an altitude of 1.2 kilometers, has always been very busy, and with the additional trucks carrying good that had previously moved through Tajikistan, this road will be too congested. Moreover, in winter heavy snowfalls often close this route.

Political ambitions

According to Ilkhat Tushev, analyst of Central Asia Investments, Uzbekistan’s decision to bypass Tajikistan when transporting goods to the Ferghana Valley has its political context. “Now, Dushanbe directs substantial resources, including funds raised from cargo transit, to major construction projects, particularly the construction of the Rogun and Sangtuda hydropower stations, to Tashkent’s discontent,” said Tushev. “Uzbekistan, in its turn, is looking for new leverage to halt that construction.” This spring the Uzbek government will submit to the parliament a bill to suspend a number of agreements of the Eurasian Economic Community (EurAsEC). Among the agreements to be officially suspended are a number on transit. In October 2008, Uzbekistan’s President Islam Karimov made a request to suspend the country’s membership in the EurAsEC, a request which was granted. The main reason for the suspension of Uzbekistan’s membership in the post-Soviet economic bloc was Tashkent’s discontent with the conditions of the formation of the Customs Union, established within the EurAsEC. (The Customs Union currently includes Belarus, Russia, and Kazakhstan while Kyrgyzstan and Tajikistan can join it the future.) Thus, the construction of the new logistics center and the refusal from cargo transit through Tajikistan may be a strategic move in the upcoming ‘transit war’.
