Latest report by demosEUROPA: "How to efficiently implement CCS in Poland?" by Agata Hinc
In the coming decades the world will still depend on fossil fuels. This is why, in order to quickly reduce CO2 emissions, we will have to make use of clean coal technologies. Carbon Capture and Storage (CCS) will have a key role to play here. In the opinion of the International Energy Agency, CCS can in the long run bring up to a 100% reduction of the CO2 produced during the coal burning process in power plants. The report puts forward several reccommendations for a safe and efficient implementation of CCS in Poland.
The report "How to efficiently implement CCS in Poland" is the first within the project "Carbon capture and Storage as a preferred technology for mainstreaming the clean use of coal in Poland" conducted by demosEUROPA - Centre for European Strategy.

Rebecca Harms goes to Ukraine to observe presidential elections
Rebecca Harms, Co-President of the Greens/EFA group, will go to Ukraine between 14 and 17 January to observe the presidential elections. Harms is the Greens/EFA representative in a delegation of nine MEPs.
The first round of the presidential elections is due to take place on 17 January. The delegation will meet the candidates Viktor Yushchenko (Independent Candidate), Viktor Yanukovych (Party of Regions) and Yulia Tymoshenko (All-Ukranian Union ‘Motherland’) among others. The European Parliament delegation is a part of the joint International Election Observation Mission.

Demonstration and picket against Nazi terror in Moscow: authorities prohibit, negotiations continue
In the morning of Friday, January 15, 2010, Moscow authorities refused to permit ("agree to") the demonstration and picket for January 19, for the anniversary of the murders of Stanislav Markelov and Anastasia Baburova. The authorities still refer to "a late filing" and promise to "severely suppress any unauthoriezed actions".
The application for the demonstration from Petrovsky bul. and the picket near the Griboedov monument was filed by Lyudmila Alekseeva, Lev Ponomarev and Maksim Solopov on time, with an allowance for the Christmas holiday, - on December 24, 2009. According to the existing law the application must be filed no later than 10 working days and no earlier than 15 working days before the action. Festive days were from December 31, 2009, till January 10, 2010, so Moscow mayor’s office was not working. On January 12, the organizers of the action received a document which said that the action was not allowed because the application had to be filed on January 4, during holiday period. However, according to the law, mayor’s office had to answer within 3 days, that is December 28.
The organizers still believe that the actions are allowed because they did not receive a motivated refusal from the mayor’s office. Giving the Moscow mayor’s office every last opportunity to avoid violations of administrative law on January 19, which can be committed by authorities or the participants of the actions. So, the organizers filed new applications hoping that they will be studied and approved in time. If that is so, on January 19, in Moscow two following actions will take place. The first will begin at 7:01 p.m. on Petrovsky bul., the second - at 8 p.m. at Chistoprudny bul., near the Griboedov monument.
The Union of Solidarity with Political Prisoners has called everyone interested in coming to the place of the murders of Stanislav Markelov and Anastasia Baburova - Prechistenka, 1, on January 19, at 5:30 p.m. Everyone will be able to lay flowers and to light candles. Human Rights Center Memorial supports this action.
It is not necessary to file an application for the laying of flowers so the authorities would not have any legal basis to put obstacles in the way of this action.

The recent local elections have confirmed the instability of Kosovo’s political scene. Despite financial backing from the international community and the activities of EULEX mission, Kosovo still wrestles with high unemployment, poverty, organized crime, corruption, and a low level of respect for human rights. International support has yet to translate into an effective solution of these problems by local authorities. The EU should make greater use of instruments at its disposal so as to mobilize in a stronger manner the Pristina government to carry out long awaited reforms.
