E’ stato raggiunto un traguardo molto importante che implica "il riconoscimento e la fiducia dei seri sforzi dell’Albania e degli albanesi per raggiungere l’obiettivo dell’integrazione europea". Sono state queste le parole con cui il Presidente della Repubblica Bamir Topi ha accolto le conclusioni approvate dal Consiglio dell’Unione Europea nella sessione Affari Generali.

"La Patria - una storia tra segregazione e libertà", lo spettacolo premiere con idea e musica di Aleksandër Peçi è stato messo in scena il 26 novembre scorso al Teatro Nazionale Albanese, dall’Orchestra "Camerata di Tirana" diretta dal Maestro Zhani Ciko. L’evento è stato proposto nel quadro delle Feste d’Indipendenza e di Liberazione dell’Albania e hanno partecipato anche gli attori albanesi Tinka Kurti, Margarita Xhepa, Mirush Kabashi, Bujar Asqeriu, Fatos Sela e Vasian Lami, quest’ultimo organizzatore e presentatore dello spettacolo.

Mentre i cittadini albanesi per poter circolare liberamente nello spazio UE, dovranno aspettare l’adempimento dei requisiti richiesti dal Governo, lunedì 30 novembre, il Consiglio dell’Unione Europea ha approvato l’emendamento per la liberazione dei visti per i cittadini macedoni, serbi e montenegrini che sono in possesso del passaporto biometrico.

9 – 11 dicembre 2009 NUOVO CINEMA AQUILA SPAZIO PER NUOVE VISIONI
Tre giorni di proiezioni, dibattiti e mostre per ricordare la svolta democratica in Polonia.
Si parte mercoledì 9 dicembre alle ore 20.30 con l’inaugurazione della mostra fotografica Il decennio di Solidarnosc, racconto per immagini in 24 pannelli sulla svolta democratica in Polonia. A seguire, proiezione del film Popieluszko di Rafal Wieczynski.
Giovedì 10 dicembre la giornata sarà interamente dedicata alla cinematografia polacca sotto censura, con una matinée preparatoria indirizzata ai ragazzi delle scuole medie, i quali assisteranno alla proiezione di due film, Esame di maturità e Come vivere di Marcel Lozinski; mentre la serata, a partire dalle ore 20.00, sarà rivolta alle opere di due grandi maestri della storia del cinema: Krzysztof Kieslowski e Andrzej Wajda. La mini-rassegna raccoglie i documentari e i film a soggetto che sono stati al lungo bloccati dalla censura de regime. Alcuni, ormai realizzati negli anni ‘70 hanno dovuto aspettare per qualche anno la loro prima proiezione al pubblico. Altri,
come “L’uomo di marmo” di Wajda, potevano essere girati soltanto a molti anni dalla sospensione della sceneggiatura.
Il giorno seguente, venerdì 11 dicembre, invece, l’attenzione si sposterà sulla censura ai tempi del muro. Animeranno il dibattito Giorgio Albertazzi, Goffredo Fofi, Jitka Frantova, Ugo Intini, Jaroslaw Mikolajewski, Domenico Vitucci. E’ stato altresì invitato Angelo Mellone.
L’iniziativa, patrocinata dal Comune di Roma in collaborazione con Zètema – Progetto Cultura. L’ingresso alle proiezioni (fatta eccezione per l’anteprima del film Popieluszko) è a carattere gratuito.

Chechnya: An Abducted Person Found "Killed" in Battle
November 27th, 2009. In the outskirts of the Sershen-Jurt Shalinskij district, a corpse, riddled with gun shot wounds, was found. A weapon was found near the body. The staff of defense and law enforcement agencies invited the relatives of Markuew Alikhan Sultanowich to identify the corpse. Markuew Alikhan Sultanowich, born in 1988, was kidnapped twice this year, first on the 28th of July and then on August 2nd, by men associated with the defense and law enforcement agencies (the attachment). After his last kidnapping his fate had been unknown.
The relatives positively identified the murdered person as Alikhan. After the inspection the corpse was released to the family for burial. The funeral was held in the Awtury Shalinskij district. Relatives requested that mourners attending the funeral leave soon after they had arrived. It is possible that an official funeral service for the deceased had been prohibited.
The very same day (November 27th), on the outskirts of the Mesker-Jurt Shalinskij district the corpse of a second man was found. According to eyewitness, members of the defense and law enforcement agencies put the corpse in a car marked by the number УАЗ-452 ("tablet") and drove away. No suspects have been named as of yet.

Two years ago, on August 1st, 2007, Alikhan Markuew and other three young natives – Rustam Mukhadiew, Shamil Soltakhanov and Askhab Selimursaew left Argun and “entered the forest” (joined the illegal armed unit, IAU).
A year ago, on September 20th, 2008, Chechen officials urged the gunmen to return from the forest. Indeed, Alikhan Markuew vouched for the safety of any gunman who surfaced, citing the backing of the mayor of the city, Argun Ibragim Temirbaew. Any return was to qualify as surrender. The fact of the surrender was registered in the book of messages and crimes in the town department of the Interior of Argun.
The Public prosecutor’s investigation committee refused to initiate a criinal case against him. But soon, through relatives who worked in the law machinery, his relatives discovered, that on the 5th of November 2008 the criminal case with regard to Alikhan was opened due to the administration’s suspiciosn of crimes specified under the second part the paragraph 208, second part paragraph 222 and paragraph 317 of the criminal code of the Russian Federation. However, Alikhan was not detained; rather he participated in “talks”, during which he identified gunmen etc. On the same day (November 5th) Markuew’s photograph and information was distributed to local police stations etc. under the pretext that he had evaded police, though investigators knew perfectly well that he was at home. Relatives had even provided their telephone numbers just in case – they wanted to make sure that officials knew Markuew was cooperating and reachable. A criminal case against Markuew was brought by the investigation administration at the public prosecutor’s office of Chechnya to the investigator Jakub Nikaew.
On July 26th , 2009 a suicide bomber set off his bomb 40 meters from the entrance to the Groznyy theater concert hall where more than 800 people were then attending a concert. Eight high-ranking police officers were killed in the bombing. Chechen President Kadirov was to have attended the concert. The remains of suicide attacker were identified as Argun Rustam Mukhadiew, who went away with Alikhan Mukhadiew “to the forest” in 2007.
From the 25th to the 27th of July 2009 Markuew, along with his mother, was at a construction site – a fact confirmed by many witnesses.
On July 28th, 2009 at about 18:00 a police operative agent of the Argun crime detection unit by theу name of Zewadi came to the Markujew home. He informed the family that he had been ordered to bring Alikhana Markuew to the city’s police department for ordinary “talk”. Markuew’s lawyer phoned Nikaew and asked him, on what grounds had her client been arrested. The investigator answered that the criminal case had been halted and that he did not know about the arrest.
That same night, Alikhan’d father, sister and neighbor were also taken to the city’s police department. There officials demanded that the relatives agree with the official’s statement – that on the day of the terror act Alakhan met Rustam Mukhadiew in Argun. The relatives denied the accusations. In a few hours they were finally released.
The relatives of Markuew turned to the Argun City Department of the Interior. The head of the department said that they should forget about Alikhan, otherwise they were likely to encounter problems. The opinion of the head of City Department of the Interior was backed by the head of Argun.
After that the relatives turned to the office of ombudsman. A worker by the name of Zelimkhan Dshambalow refused to accept a petition and advised the relatives to turn to the public prosecutor’s office.
Markelow’s lawyer tried to contact staff at the Argun City Department of the Interior. He was told that Markuew was not there, and threatened with the serious problems if he interfered in the matter.
On July 30th Alikhan’s sister, Madina Markuewa, filed an appeal about the illegal arrest of Markuew A.S in the inter-district public prosecutor’s office. She claimed that her borther had been illegally arrested by the Argun City Department of the Interior, and that he had been denied the right to see his lawyer and relatives. On the 2nd of August she filed another appeal that pointed out of the inaction of investigatory powers. In regards to the issue Shalinskij district investigator Ruslan Mowlew tested the application and found that the staff of the Argun City department of the Interior had exceeded the limits of their authority.
At approximately 21:30 on August 2nd Alikhan asked his parents to come to the Argun City Department of the Interior, the head of crime detection named with nickname “Ritshard” gave Alikhan, hard hit, publicly out, and told, he isn’t guilty and gave his mobile phone number.
But on the way home their car was blocked and 6-7 persons in the masks lake the stocking or fancy masks took Alikhan by force out of car and carried him away. “Ritshard” refused to listen to the family. He roughly brushed aside the idea that the law machinery was privy to this kidnapping and asserted that Alikhan had probably entered the forest again. The kidnapped boy’s relatives, on the contrary, believe the official was putting on an act in order to keep from being implicated in Alikhan’s abduction. The evidence seems to support the family given that the next morning “Ritshard” publically displayed Alikhan’s mobile phone (which had been returned to the abducted boy on August 2nd.
On the 23rd of August 2009 the mother of Alikhan, Hawa Dshansuewa, spoke to a worker of the Human Rights Centre “Memorial” named Aleksander Tsherkasow, who then in Chechnya on a business trip. She, the relatives and the neighbors expounded on the events that led to the kidnapping and the kidnapping itself.
The parents were forced to quickly get their two other sons, Ajubkhan and Raibek, out of Chechnya because “Ritschard” demanded that they appear for an interrogation.

OSCE Moldova Mission to present final trial monitoring report
CHISINAU, 7 December 2009 - The OSCE Mission to Moldova will launch the final report of the OSCE Trial Monitoring Programme for the Republic of Moldova at a conference in Chisinau tomorrow.
The conference aims to provide a forum to discuss the findings of the OSCE Trial Monitoring Programme in Moldova and to identify possible future steps to enhance Moldova’s compliance with OSCE commitments and other international standards on the right to a fair trial.
The final report is based on the monitoring of almost 7,400 hearings between April 2006 and November 2008 and includes concrete recommendations on how the identified problems might be addressed.
The Chair of Superior Council of Magistrates, the Justice Minister and the General Prosecutor are invited to the event. National and international experts will participate in the presentation of the report.
The Trial Monitoring Programme was carried out by the OSCE Mission to Moldova and the OSCE Office for Democratic Institutions and Human Rights from March 2006 until December 2009. It was supported by financial contributions from Finland, France, Germany, the United Kingdom and the United States.
Journalists are invited to attend the conference and launch event at 14:00 on 8 December at the LeoGrand Convention Center, room Raut (str. Mitropolit Varlaam, 77). Copies of the reports in English and Romanian published by the Trial Monitoring Programme will be distributed at the event.
