EU must press Russia on North Caucasus at the summit
On Wednesday, the EU and Russia gather in Stockholm for a summit. During last year, the human rights situation in North Caucasus has deteriorated and several human rights defenders have been kidnapped and murdered. EU and the Swedish Presidency must now present harder demands to Russia. The human rights violations must cease and the guilty must be held responsible.
Together with a number of human rights organisations from North Caucasus and international organisations, Civil Rights Defenders have produced concrete recommendations (see attached) directed to the current Swedish Presidency and the EU on the demands that should be presented to Russia. In a debate article, which is being published in Swedish, European, Russian and American newspapers and sites, the Swedish Presidency and the EU are encouraged to bring increased pressure to bear on Russia. A fundamental demand is that Russia ensures that extrajudicial executions, disappearances, kidnappings and other abuses cease immediately.
"Dialogue is no longer enough. The situation in North Caucasus has become so serious that the EU must take a leading role in pressing Russia to follow its international commitments. The Russian authorities appear unwilling to investigate the human rights violations, and today an atmosphere of impunity permeates the entire region. It must stop," says Robert Hårdh, Executive Director for Civil Rights Defenders.
Among the things that the EU and Russia will be discussing is a new partnership and co-operation agreement, which is expected to be momentous document for the political, economic and energy policy cooperation. The organisations demand that the alarming security situation in the Northern Caucasus be a main point on the summit’s agenda and that the following concrete demands are made of Russia:
Russia has been convicted over 115 times in the European Court for extrajudicial executions, disappearances and torture in the Northern Caucasus. The judgements point to the extensive deficiencies in the Russian legal system and an inability to investigate these grave human rights violations. Russia must enforce fully the judgements of the European Court and fulfil its commitments pursuant to the European Convention. The EU should demand that Russia accedes to central international agreements on human rights. This concerns primarily the UN Convention for the Protection of All Persons against Enforced Disappearance, but also protocol 14 to the European Convention, which aims to rationalise the Court’s work, as well as the Rome Statute for the International Criminal Court, which can take legal proceedings against perpetrators of serious human rights violations when the national legal system is unwilling or unable to so do.
"Sweden for a long time has been a strong proponent for democracy and human rights. The Presidency of the EU offers a unique opportunity to show that Sweden and the EU take a serious view of the human rights situation in the Northern Caucasus," says Robert Hårdh.

Egypt: Ibragim Mankiev Abducted
On November 10, 2009, in the city of Alexandria (Egypt) Ibragim Mankiev, born 1977, and his wife were invited to the Russian embassy to renew Ibragim’s Russian passport. Mankiev was to write another request. After that Ibragim together with his wife left the embassy and went in the direction of the seafront.
Having walked 200-300 meters from the embassy the Mankievs were confronted by several people in civilian clothes with truncheons. Beating Mankiev and his wife they pushed them into the car and drove off in an unknown direction. The abductors spoke Arabic.
Ibragim’s wife was released that day. Before letting her go she was allowed to see Ibragim. He was sitting on the floor of the room, with hands tied behind his back, with earphones. There were tracks of beatings on Ibragim’s face - bruises, clot blood. Some time after the abductors together with Ibragim’s wife came to the Mankievs’ flat, searched it without any warrant. Then, without explaining anything, they left the flat. They let Ibragim’s wife stay at home.
Ibragim Mankiev was not wanted by the Russian police. He left Russia for Egypt legally. The Mankievs have been living there for 4 years already.
On November 13, Ibragim’s brother Mussa applied to Memorial’s office in Nazran (Ingushetia). He asked to help find his brother and defend his rights. As of November 14, there is no news about Ibragim’s whereabouts.

* Ministero degli Esteri (Italy)

Negură Bunget - Măiestrit / Măiastru sfetnic - Focul Viu (live DVD) - out soon
Măiestrit / Măiastru sfetnic, along Focul Viu (live DVD) are the last materials materials that we worked under the original formula of the band. The first idea to re-record entirely the Maiastru sfetnic album we had soon after the original release came out in 1999. It took some years though before we finally started doing it, in 2008. After a lot of work the basic elements were already recorded in April 2009, when Negură Bunget parted ways with Hupogrammos and Sol Faur. It remained their task though to complete the work on this material. And now "Maiestrit" is the final legacy of the Negură Bunget past. Release date is schedueled for February 2010.
Tracklist:
The live DVD, entitled "Focul Viu" (Living Fire), was recorded in January 2008 at a concert in Bucharest. After a complex process of audio and video mix, the 90 minutes concert is now ready to be released. Beside the actual concert, available in stereo and 5.1 surround mix, you’ll find on the DVD a slideshow with concert pictures, as well as a re-arrangement of all Negură Bunget videos up to date mixed on the live performance.
The material will be released by Prophecy Poductions in 3 different formats: Digi DVD (video), Digipak 2CD (audio only), and special digi DVD + 2CD (video + audio). Release date is schedueled for 2010.
These two materials are the last materials we started working on in the old Negură Bunget line-up, that featured Sol Faur and Hupogrammos, and although we completed with them apart from the band, all belong to the same spirit.
These two materials mark the end of an era, and the beginning of a new one.
