A Digital Network on Environmental and Sustainable Development Practice and Policy in Central Asia and the Neighboring Regions of Russia
United Nations Development Programme in the frames of Regional Environmental Action Plan Objective III and Regional Programme ICT for Development has initiated the Environmental Information Network for Central Asia and Russia-CARNet.

The network’s objective is to empower civil society for the participation in implementing National and Regional Environmental Action Plans and Sustainable Development Strategies, within a broader context of the Millennium Development Targets pertaining primary to the Goal 7 “Ensure environmental sustainability” and the Goal 8 “A global partnership for development". A special attention will be given to better mainstream the Goal 3 “Promote gender equality and empower women” into sustainable development and ICT-for-Development activities.
Its philosophy is to pool together expertise and competencies of all who work for sustainable development and environmental protection by means of ICTs and make it available for all without exception.
The CARNet’s immediate objective is to unite all those who are committed to promote sustainable development in their countries and in the region as a whole through participatory policy development, environmental action and cooperation at all level but especially at the grass-roots.
Civil society engagement, capacity building, competency development, volunteerism and a pro-active and conscious use of modern information and communication technologies will be promoted and supported throughout the network.
Exchange of good practices and innovative know-how across the borders, conduct of online surveys and consultations on hot environmental topics, annual and quarterly face-to-face meeting, off-line and on-line dissemination and outreach activities will be major activities based on the networking services provided by the CARNet internet-portal hosted by UNDP Kazakhstan.
Interactive policy making and implementation in the area of the environment and sustainable development in Central Asia will be the CARNet’s long-term goal in order to support the implementation in the region of the Regional Environmental Action Plan (REAP) and other relevant regional initiatives, which in turn will contribute to better follow-up on national sustainable development agendas after the Johannesburg Summit held in 2003 and meeting the Millennium Development Goals in September 2005.
